According to Clause 1, Article 26 of Decree 29/2024/ND-CP on the Deputy Director of the Provincial Department and equivalent in Vietnam as follows:

1. The Deputy Director of the Provincial Department and equivalent are the deputy of the Director of the Provincial Department, assisting the Director of the Provincial Department in managing and organizing the performance of one or several areas of work within the functions and tasks of the Provincial Department, taking responsibility before the director of the department and before law for the assigned functions and tasks.

In addition, Point b, Clause 3, Article 2 of Decree 29/2024/ND-CP stipulates:

- Deputy Director of Provincial Department,

- Deputy Chief of Office of National Assembly Delegation and People's Councils,

- Deputy Chief of Office of Provincial-level People's Committee,

- Deputy Chief Inspector of Province,

- Deputy Head of Ethnic Affairs Committee

The Deputy Director of the Provincial Department and equivalent in Vietnam shall assist the Director of the Provincial Department in managing and organizing the performance of one or several areas of work within the functions and tasks of the Provincial Department, taking responsibility before the director of the department and before law for the assigned functions and tasks.

From May 1, 2024, what are the standards of the Deputy Director of the Provincial Department and equivalent in Vietnam?

According to Clause 2 Article 26 of Decree 29/2024/ND-CP, the standards of the Deputy Director of the Provincial Department and equivalent in Vietnam are specified as follows:

(1) Meet the corresponding general standards specified in Section 1 Chapter II of Decree 29/2024/ND-CP, including:

- Standards of ideological politics;

- Standards of morality, lifestyle, sense of discipline;

- Qualification standards;

- Standards of competence and prestige;

- Standards of health, age, working experience

(2) Meet the specific standards for the Deputy Director of the Provincial Department and equivalent, including:

- Have a deep understanding of state management, legal understanding of industries and fields under management, and specific regulations applicable in the locality;

- Have the following competencies:

+ Advise and direct the effective implementation of central legal documents;

+ Advise on the formulation of legal documents on industries and fields of local application;

+ Direct the making of tenure and annual work plans of industries and fields in the locality;

+ Direct or directly solve difficult and complex issues in local industries and fields;

+ Implement administrative reforms, official duty and civil servant regimes in the locality;

+ Direct the inspection, audit and handling under the provisions of law;

+ Direct the settlement of petitions, complaints and denunciations of organizations and citizens under its competence;

+ Advise leaders to coordinate with central agencies;

+ Direct the synchronous, unified and effective implementation of guidelines, lines and policies of the Party and laws throughout the province.

- Hold the position of Head of Division and equivalent under the Provincial Department or equivalent title as prescribed by the competent authority according to the official management hierarchy.

Have a continuous working time in the industry or field for full 07 years or more (excluding the probationary period) in case of not holding the above position.

What are the qualifications of the Deputy Director of the Provincial Department in Vietnam?

In Article 6 of Decree 29/2024/ND-CP, there are regulations on the qualifications of the Deputy Director of the Provincial Department as follows:

- Hold an university degree or higher suitable to the industry and field of work as prescribed by the competent authority.

- Regarding political theory:

+ Have an intermediate diploma in political theory or higher;

+ Or have a certificate equivalent to the intermediate level of political theory from the competent authority.

- Regarding state management: Have certificates of fostering state management knowledge and skills for officials holding principal specialist rank and equivalent or higher.

- Have foreign language proficiency suitable to the leading and managerial positions as prescribed by the ministries, branches or localities where they work or can use ethnic minority languages in case the job position is directly related to ethnic minority or in ethnic minority areas.

The determination of foreign language proficiency and cases of equivalent diplomas and certificates shall comply with the provisions of the law.

Decree 29/2024/ND-CP stipulating standards for leading and managerial titles in state administrative agencies shall come into force on May 01, 2024.
