Classification and scope of the current Covid-19 level assessment in Vietanm
According to the guidance in Clause 3, Article 1 of Decision 359/QD-BGTVT in 2022, the current Covid-19 have 04 levels and the assessment scope is from the commune level, specifically as follows:
"Article 1. Promulgating interim guidance on organization of transport activities in 3 areas (road, inland waterway, maritime) to ensure safe adaptation, flexibility, effective control of the COVID-19 epidemic- 19 with the following contents:

3. Classification, scope of Covid-19 level assessment
3.1. Classification of Covid-19 levels
- Level 1: Low risk (new normal) corresponding to blue;
- Level 2: Medium risk corresponding to yellow;
- Level 3: High risk corresponding to orange;
- Level 4: Very high risk corresponding to the color red.
3.2. Scope of Covid-19 level assessment : asses from the commune level. Encourage evaluation from the smallest possible scale (below the commune level) to ensure flexibility and efficiency."
The Government allowed to resume roadway, inland waterway and maritime transport activities in areas with the highest Covid-19 level in the whole country from March 22, 2022
According to the guidance in Clause 4, Article 1 of Decision 359/QD-BGTVT in 2022 on allowing to resume roadway, inland waterway and maritime transport activities as follows:
"Article 1. Promulgating interim guidance on organization of transport activities in 3 areas (road, inland waterway, maritime) to ensure safe adaptation, flexibility, effective control of the COVID-19 epidemic- 19 with the following contents:
...
4. Roadway transport (including internal transport), inland waterway and maritime transport in epidemic-hit areas at level 1, level 2, level 3 and level 4 are allowed to operate. but must fully implement measures to prevent and control the COVID-19 epidemic at the request and guidance of the local Ministry of Health and Health."
Thus, roadway (including internal transport), inland waterwa, and maritime transport activities in epidemic areas with level 1 and level 2. , level 3, level 4 Covid-19 are allowed to operate nationwide, However, they must fully implement measures to Covid-19 prevention and control as required and guided by the Ministry of Health and Local Health.
What are the requirements on Covid-19 prevention and control for traffic participants and transport business units in 3 fields?
According to the guidance in Clauses 5 and 6, Article 1 of Decision 359/QD-BGTVT in 2022, traffic participants and transport business units in the three fields of roadway, inland waterways and maritime must ensure the following requirements for Covid-19 prevention and control when operating as follows:
"Article 1. Promulgating interim guidance on organization of transport activities in 3 areas (road, inland waterway, maritime) to ensure safe adaptation, flexibility, effective control of the COVID-19 epidemic- 19 with the following contents:
...
5. Vehicle drivers (drivers, assistants, loading and unloading staff accompanying the vehicle; train drivers, sailors, loading and unloading staff accompanying ships), passengers participating in traffic in 3 areas (road, inland waterways, maritime) must meet the following requirements:
5.1. Comply with the “5K Message”; medical declaration according to regulations of the Ministry of Health;
5.2. Strictly implement measures to prevent and control the COVID-19 epidemic under the guidance of the National Steering Committee for COVID-19 Prevention and Control and the Ministry of Health;
5.3. Medical testing, medical isolation: comply with the requirements and guidance of the Ministry of Health and Local Health.
6. Transport business units and enterprises, bus stations, roadside rest stops; seaport; inland ports and wharves; Other cargo handling hubs in epidemic-hit areas at level 1, level 2, level 3 and level 4 are allowed to operate but must fully implement measures to prevent and control the Covid-19 epidemic as required and guided of the Ministry of Health and Local Health."
Thus, vehicle drivers (drivers, assistants, loading and unloading staff following the vehicle; train drivers, sailors, loading and unloading staff accompanying the ship), traffic participants in 3 fields (road) , inland waterways, maritime) must satify the following requirements:
- Comply with “5K Message”; medical declaration according to regulations of the Ministry of Health;
- Strictly implement measures to prevent and control the COVID-19 under the guidance of the National Steering Committee for COVID-19 Prevention and Control and the Ministry of Health;
- Medical test, medical isolation: comply with the requirements and guidance of the local Ministry of Health and Health.
