What are the “DAT data”, "DAT management data” and “DAT information system” in driver training of driving licenses in Vietnam?

According to Clause 1, Article 1 of Circular 04/2022/TT-BGTVT amending Circular 12/2017/TT-BGTVT on driver training, driving tests, and issuance of driving licenses issued by the Minister of Transport, the above definitions are construed as follows:

-“DAT data” means a combination of information regarding identity and driving practice process of a learner transmitted from a DAT device installed aboard the vehicle to server of the training facility in accordance with Section 2.1.5 and Section 2.1.6 of the QCVN 105:2020/BGTVT

- "DAT management data” means a combination of information regarding identity and driving practice process of a learner transmitted from server of the training facility to server of the Directorate for Roads of Vietnam in accordance with Appendix 30 attached hereto.

- “DAT information system” consists of hardware, transmission, and software serving collection, management, and extraction of DAT management data.

What are the requirements for DAT data transmission during driver training, driving tests of driving licenses in Vietnam?

According to Section I, Appendix 30 issued together with Circular 04/2022/TT-BGTVT, the requirements for DAT data transmission are specified as follows:

- DAT management data is transmitted to the DAT information system of the Directorate for Roads of Vietnam, including identification data and time and distance monitoring data to practice driving on the road.

+ Identification data is transmitted and initialized on the system of the Directorate for Roads of Vietnam when the establishment creates a new course, including the following information: Training establishment code, course code, course information ( opening date, closing date, training categories), 1 report code, student code, student information (Full name, date of birth, number of identity card or citizen or passport ID, gender , Portrait). This data is extracted through receiving report 1.

+ Data monitoring the time and distance of practice driving on the road, including session information: Student code, time, coordinates of starting and ending points of the session, the time and the length of the session.

- DAT management data must be included full information in a structure compatible with the DAT information system software of the Directorate for Roads of Vietnam and the following requirements:

+ The data must be transmitted to the DAT information system of the Directorate for Roads of Vietnam within 2 minutes from the time the training institution's server receives information about the end of the session; Ensure accuracy and integrity.

+ Data is transmitted to the DAT information system of the Directorate for Roads of Vietnam in chronological order. In case the transmission line is interrupted, it is allowed to send both old data and current data at the same time when the line is operating normally. In case the session data cannot be transmitted, the training institution is allowed to request re-transmission for the Department of Transport and the Directorate for Roads of Vietnam to consider and receive additionally.

+ Data transfer protocol has the form of Restful API.

- The server of the training institution and the Directorate for Roads of Vietnam participating in the transmission and reception of DAT data must be synchronized with the national standard time according to the NTP standard.

How to determine the driving practice session on the road with the DAT system?

According to Section II, Appendix 30 issued together with Circular 04/2022/TT-BGTVT, the methods for determining the driving practice session on the road with the DAT system are as follows:

- The time of the driving practice session on the road is counted from the time the student logs into the DAT device to the time the student logs out of the device. Each session do not exceed 4 hours and the interval between 2 consecutive sessions must be at least 15 minutes. In 24 consecutive hours, students must not study for more than 10 hours.

- The distance of the driving practice session on the road is calculated from the location where the student logs in to the DAT device to the location where the student logs out of the device.

- A learning session is recorded if more than 90% of the student face authentication times match the registration information.

What are the methods for determining the completion of practical driving training with the DAT system in Vietnam?

According to Section III of Appendix 30 issued together with Circular 04/2022/TT-BGTVT, the methods for determining the completion of practical driving training are as follows:

- Drivers are considered to have completed the time of practice driving on the road if the number of hours of practice driving on the road is not less than 50% of the hours of practice driving on the road specified at Point a Clause 3 Article 13 and Point a Clause 3 Article 14 of this Circular.

- Drivers are considered to have completed the length of road for driving practice if they reach the number of kilometers of practice driving lessons on roads specified at Point
