What are rules for awarding of title of People's Artist in Vietnam?

According to Article 4 of Decree 61/2024/ND-CP, the rules for awarding of title of People's Artist in Vietnam are as follows:

- Implement according to points a, b, and c, clause 2, Article 5 of the Law on Emulation and Commendation 2022. To be specific: 

Principles of emulation and commendation

....

2. Commendation is implemented according to the following principles:

a) Accurate, public, transparent, fair, and prompt;

b) Ensure uniformity between forms, commendation objects, and merits, achievements gained;

c) A form of commendation may be awarded multiple times to an individual; do not commend multiple times, multiple forms for one achievement; commend accordingly as achievements are earned;

- Councils at all levels may only present cases meeting all conditions, standards, procedures, and dossiers as prescribed in Decree 61/2024/ND-CP to higher authorities for consideration.

- Do not confer the title “People's Artist” or “Meritorious Artist” to co-authors of musical works and photographic works.

What are the standards for awarding the title of People's Artist in Vietnam?

Based on Article 7 of Decree 61/2024/ND-CP, the standards for awarding the title of People's Artist in Vietnam are as follows:

(1) Loyalty to the Fatherland; strictly complying with the guidelines of the Communist Party, policies, and laws of the State; rules, regulations, and policies of agencies, organizations, and localities.

(2) Possessing good moral qualities, exemplary in life, dedicated to the profession; having outstanding artistic talent representative of the cultural and artistic form, sector, or occupation honored; having professional prestige; contributing significantly to the Vietnamese revolutionary cause, acknowledged and admired by colleagues and the People.

(3) Having continuously or cumulatively worked in the professional cultural and artistic field for 20 years or more, or 15 years or more for circus and dance.

(4) Having been awarded the title “Meritorious Artist” and subsequently continuing to meet one of the following criteria:

- Having at least 02 national Gold prizes, including 01 individual national Gold prize.

Individual or group Gold prizes for films, programs, plays, or performances are converted to personal achievements as per Appendix II attached to Decree 61/2024/ND-CP.

International awards for individuals or group works are reviewed and documented by the Ministry of Culture, Sports, and Tourism to serve as a basis for personal achievements in accordance with Appendix II attached to Decree 61/2024/ND-CP.

- If there is not 01 individual national Gold prize, there must be at least 03 national Gold prizes converted to personal achievements as per Appendix II attached to Decree 61/2024/ND-CP.

Individual or group Gold prizes for films, programs, plays, or performances are converted to personal achievements as per Appendix II attached to Decree 61/2024/ND-CP.

International awards for individuals or group works are reviewed and documented by the Ministry of Culture, Sports, and Tourism to serve as a basis for personal achievements in accordance with Appendix II attached to Decree 61/2024/ND-CP.

- Having at least 02 national Gold prizes for musical or photographic works.

National Gold prizes for musical or photographic works are converted according to the ratio specified in Appendix II attached to Decree 61/2024/ND-CP.

International awards for musical or photographic works are reviewed and documented by the Ministry of Culture, Sports, and Tourism to serve as a basis for personal achievements in accordance with Appendix II attached to Decree 61/2024/ND-CP.

- Having outstanding contributions, possessing unique artistic talents, and not meeting the criteria specified in point a or point b, clause 4, Article 7 of Decree 61/2024/ND-CP, but discussed and unanimously presented by the councils at all levels for the Prime Minister of the Government of Vietnam's consideration and decision for one of the following specific cases:

+ Individuals who are elderly according to Article 2 of the Law on the Elderly 2009; having worked an additional 10 years in the professional artistic field than specified in clause 3, Article 7 of Decree 61/2024/ND-CP; having significant contributions in the honored artistic form, particularly during the years of the national resistance;

+ Individuals who have continuously worked an additional 10 years in the professional artistic field beyond the provisions of clause 3, Article 7 of Decree 61/2024/ND-CP; having significant contributions in the honored artistic form; still actively participating in professional performing arts activities, serving political missions at provincial, city, ministry, and national levels;

+ Individuals having continuously worked an additional 10 years in the professional artistic field beyond the provisions of clause 3, Article 7 of Decree 61/2024/ND-CP; having significant contributions in the honored artistic form; still actively participating in professional performing arts activities in symphonic chamber music, opera ballet, opera;

+ Individuals who are teachers, lecturers at professional culture and arts training schools; directly training at least 03 students achieving Gold prizes in national and international arts competitions (international awards of students are reviewed and documented by the Ministry of Culture, Sports, and Tourism to serve as a basis for teachers' achievements), still actively participating in professional performing arts activities, and having significant contributions in the honored artistic field or having continuously worked an additional 10 years in the professional artistic field beyond the provisions of clause 3, Article 7 of Decree 61/2024/ND-CP, having significant contributions in the honored artistic field, still actively participating in professional performing arts activities, serving political missions at provincial, city, ministry, and national levels.
