What principles must be followed when awarding the title of People's Artist in Vietnam?
According to Article 4 of Decree 61/2024/ND-CP, the principles for awarding the title of People's Artist are regulated as follows:
- Implement in accordance with points a, b, and c clause 2 Article 5 of the Law on Emulation and Commendation 2022, specifically:
Principles of emulation and commendation
....
2. Awards are given according to the following principles:
a) Accuracy, openness, transparency, fairness, and promptness;
b) Ensure consistency between the form, the awardee, and the merits and achievements obtained;
c) An award form can be given multiple times to one awardee; no multiple awards for one achievement; awards should match the level of accomplishments;
- Councils at all levels are only permitted to submit cases that meet the conditions, standards, procedures, and dossiers according to the regulations of Decree 61/2024/ND-CP to the authorized authorities for review.
- The title "People's Artist" and "Meritorious Artist" will not be awarded to co-authors of music works and photographic works.
What are the standards for awarding the title of People's Artist in Vietnam?
According to Article 7 of Decree 61/2024/ND-CP, the standards for awarding the title of People's Artist in Vietnam are as follows:
(1) Loyalty to the Fatherland; good adherence to the policies of the Communist Party, the laws of the State; the charter, internal rules, and regulations of the agency, organization, or locality.
(2) Possess good moral quality, exemplary in life, dedicated to the profession; have outstanding and typical artistic talent in the type of art, recognized profession; have professional prestige; have made significant contributions to the Vietnamese revolutionary cause, recognized and admired by colleagues and the people.
(3) Continuously or cumulatively active in the field of professional culture and arts for 20 years or more, or for 15 years or more in the circus and dance arts.
(4) Have already been awarded the title "Meritorious Artist", and then continue to achieve one of the following criteria:
- Have at least 02 national Gold prizes, including 01 national Gold prize awarded individually.
Gold prizes obtained domestically as an individual or as part of a film, program, show, or performance can be converted into individual achievements according to the regulations in Appendix II attached to Decree 61/2024/ND-CP.
International awards as an individual or as part of a film, program, show, or performance are considered by professional-cultural bodies under the Ministry of Culture, Sports, and Tourism and can be converted into individual achievements according to the regulations in Appendix II attached to Decree 61/2024/ND-CP.
- If there is no individual national Gold prize, then at least 03 national Gold prizes converted into individual achievements according to the regulations in Appendix II attached to Decree 61/2024/ND-CP.
Gold prizes obtained domestically as an individual or as part of a film, program, show, or performance can be converted into individual achievements according to the regulations in Appendix II attached to Decree 61/2024/ND-CP.
International awards as an individual or as part of a film, program, show, or performance are considered by professional-cultural bodies under the Ministry of Culture, Sports, and Tourism and can be converted into individual achievements according to the regulations in Appendix II attached to Decree 61/2024/ND-CP.
- Have at least 02 national Gold prizes for music works or photographic works.
Gold prizes obtained domestically for music works or photographic works are converted according to the rate specified in Appendix II attached to Decree 61/2024/ND-CP.
International awards for music works or photographic works are considered by professional-cultural bodies under the Ministry of Culture, Sports, and Tourism and can be converted into individual achievements according to the regulations in Appendix II attached to Decree 61/2024/ND-CP.
- Have outstanding contributions, exemplary artistic merit, and yet do not meet the criteria in point a or point b clause 4 Article 7 of Decree 61/2024/ND-CP but are discussed, agreed upon by the Councils at various levels, to propose to the Prime Minister of the Government of Vietnam to consider and decide on one of the specific following cases:
- Individuals are elderly according to the provisions of Article 2 of the Elderly Law 2009; have an additional 10 years of professional artistic activity beyond the provisions of clause 3 Article 7 of Decree 61/2024/ND-CP; have made many outstanding and exemplary contributions in the type, the recognized profession, especially during the years of the national resistance war;
- Individuals have an additional 10 years of professional artistic activity beyond the provisions of clause 3 Article 7 of Decree 61/2024/ND-CP; have made many outstanding and exemplary contributions in the recognized profession; are still actively participating in professional artistic performances serving political duties at the provincial, city, ministerial, or national level;
- Individuals have an additional 10 years of professional artistic activity beyond the provisions of clause 3 Article 7 of Decree 61/2024/ND-CP; have made many outstanding and exemplary contributions in the recognized profession; are still actively participating in professional artistic performances in the fields of symphonic music, opera, ballet;
- Individuals are teachers or lecturers at professional cultural and arts training schools; directly trained at least 03 students who won Gold prizes at national and international art competitions (international awards of students are considered by professional-cultural bodies under the Ministry of Culture, Sports, and Tourism, with documentary validation to serve as the basis for calculating achievements for teachers, lecturers), are still actively participating in professional artistic performances and have made many outstanding and exemplary contributions in the recognized professional type, or have an additional 10 years of professional artistic activity beyond the provisions of clause 3 Article 7 of Decree 61/2024/ND-CP, have made many outstanding and exemplary contributions in the recognized profession, are still actively participating in professional artistic performances serving political duties at the provincial, city, ministerial, or national level.
