What is the timeline for evaluating, announcing, and presenting the title of People's Artist in Vietnam?

Based on Article 5 of Decree 61/2024/ND-CP, it stipulates the timeline for evaluating, announcing, and presenting the title of People's Artist as follows:

- The titles "People's Artist" and "Artist of Merit" are evaluated and announced according to the provisions of Clause 4, Article 66 of the Law on Emulation and Commendation 2022, specifically:

4. The titles "People's Artist" and "Artist of Merit" are evaluated and announced once every 3 years on the occasion of the National Day of the Socialist Republic of Vietnam.

- The Ministry of Culture, Sports and Tourism organizes the Ceremony to present the titles "People's Artist" and "Artist of Merit".

Thus, the time for evaluating, announcing, and presenting the title of People's Artist is once every 3 years on the occasion of the National Day of the Socialist Republic of Vietnam.

What standards must be achieved to be eligible for consideration for awarding the title of People's Artist in Vietnam?

Based on Article 7 of Decree 61/2024/ND-CP, the standards for consideration for awarding the title of People's Artist in Vietnam are as follows:

(1) Loyalty to the Homeland; compliance with the policies of the Communist Party, the laws of the State; regulations and rules of the agency, organization, and locality.

(2) Possess good moral qualities, be exemplary in life, dedicated to the profession; have outstanding artistic talent representative of the cultural and artistic field honored; have professional reputation; have many contributions to the revolutionary cause of Vietnam, acknowledged and admired by colleagues and the people.

(3) Have continuous or cumulative professional activity in the field of culture and arts for 20 years or more, or 15 years or more for the art forms of circus and dance.

(4) Have been awarded the title "Artist of Merit" and subsequently continue to meet one of the following criteria:

- Have at least 02 national Gold awards, with at least 01 national Gold award being personal.

The domestic Gold award of the individual or of the film, program, play, or act converted to calculate the achievement for the individual as specified in Appendix II attached to Decree 61/2024/ND-CP.

International awards of the individual or of the film, program, play, or act assessed and documented by the professional body of the Ministry of Culture, Sports, and Tourism as a basis to calculate the individual's achievements as specified in Appendix II attached to Decree 61/2024/ND-CP.

- In the case of not having 01 national Gold award being personal, there must be at least 03 national Gold awards converted for the individual as specified in Appendix II attached to Decree 61/2024/ND-CP.

The domestic Gold award of the individual or of the film, program, play, or act converted to calculate the achievement for the individual as specified in Appendix II attached to Decree 61/2024/ND-CP.

International awards of the individual or of the film, program, play, or act assessed and documented by the professional body of the Ministry of Culture, Sports, and Tourism as a basis to calculate the individual's achievements as specified in Appendix II attached to Decree 61/2024/ND-CP.

- Have at least 02 national Gold awards for musical or photographic works.

The domestic Gold award of musical or photographic works converted according to the ratio specified in Appendix II attached to Decree 61/2024/ND-CP.

International awards of musical or photographic works assessed and documented by the professional body of the Ministry of Culture, Sports, and Tourism as a basis to calculate the individual's achievements as specified in Appendix II attached to Decree 61/2024/ND-CP.

- Have outstanding artistic contributions, exceptional artistic talent, not meeting criteria as stipulated in point a or point b of clause 4 Article 7 Decree 61/2024/ND-CP but discussed and unanimously presented by the Council at all levels to the Prime Minister of the Government of Vietnam for consideration and decision for one of the specific cases as follows:

+ Individuals who are elderly according to Article 2 of the Law on the Elderly 2009; with artistic professional activity time increased by 10 years compared to the regulation in clause 3 Article 7 Decree 61/2024/ND-CP; having significant and outstanding contributions in the honored art form, especially during the period of the resistance war for national salvation;

+ Individuals with artistic professional activity time increased by 10 years compared to the regulation in clause 3 Article 7 Decree 61/2024/ND-CP; having significant and outstanding contributions in the honored art form; currently actively participating in professional performing arts activities, serving political tasks at provincial, city, ministry, and national levels;

+ Individuals with artistic professional activity time increased by 10 years compared to the regulation in clause 3 Article 7 Decree 61/2024/ND-CP; having significant and outstanding contributions in the honored art form; currently actively participating in professional performing arts activities in symphonic music, opera, and musical theater;

+ Individuals who are teachers or lecturers at professional cultural and art training schools; directly train from 03 students achieving Gold awards at national and international art competitions (International awards of students assessed and documented by the professional body of the Ministry of Culture, Sports, and Tourism as a basis to calculate the achievements for teachers and lecturers), currently actively participating in professional performing arts activities and having significant and outstanding contributions in the honored art form or having artistic professional activity time increased by 10 years compared to the regulation in clause 3 Article 7 Decree 61/2024/ND-CP, having significant and outstanding contributions in the honored art form, currently actively participating in professional performing arts activities serving political tasks at provincial, city, ministry, and national levels.
