From July 22, 2024, what are the criteria for awarding the title of Artist of Merit in Vietnam under Decree 61/2024?

Based on Article 8 Decree 61/2024/ND-CP, the criteria for awarding the title of Artist of Merit in Vietnam are as follows:

(1) Loyalty to the Fatherland; good compliance with the policies and guidelines of the Communist Party, policies, and laws of the State; rules, regulations of agencies, organizations, and localities.

(2) Good moral character, exemplary behavior in life, dedication to the profession; possessing outstanding artistic talents in the honored fields, sectors, and professions of culture and arts; high professional reputation; a spirit of serving the people, recognized and admired by colleagues and the public.

(3) Continuous or cumulative professional activity in the field of culture and arts for 15 years or more, or 10 years or more for the forms of circus and dance art.

(4) Achieving one of the following criteria:

- Having at least 02 National Gold Awards, with at least 01 National Gold Award being individual.

+ Domestic Gold Awards for individuals or for films, programs, plays, and performances can be converted into achievements for individuals as regulated in Annex II attached to Decree 61/2024/ND-CP.

+ International awards for individuals or for films, programs, plays, and performances are considered by specialized cultural and artistic agencies of the Ministry of Culture, Sports, and Tourism. They will have documents for conversion into achievements for individuals as regulated in Annex II attached to Decree 61/2024/ND-CP.

- Having at least 01 National Gold Award and 02 National Silver Awards, with at least 01 National Gold Award being individual.

+ Domestic Gold Awards for individuals or for films, programs, plays, and performances can be converted into achievements for individuals as regulated in Annex II attached to Decree 61/2024/ND-CP.

+ International awards for individuals or for films, programs, plays, and performances are considered by specialized cultural and artistic agencies of the Ministry of Culture, Sports, and Tourism. They will have documents for conversion into achievements for individuals as regulated in Annex II attached to Decree 61/2024/ND-CP.

+ The conversion rate for National Silver Awards for individuals or for films, programs, plays, and performances is counted similarly to the conversion rate for National Gold Awards.

- In cases where there is no National Gold Award for individuals, there must be at least 03 National Gold Awards converted for individuals according to the regulations in Annex II attached to Decree 61/2024/ND-CP.

+ Domestic Gold Awards for individuals or for films, programs, plays, and performances can be converted into achievements for individuals as regulated in Annex II attached to Decree 61/2024/ND-CP.

+ International awards for individuals or for films, programs, plays, and performances are considered by specialized cultural and artistic agencies of the Ministry of Culture, Sports, and Tourism. They will have documents for conversion into achievements for individuals as regulated in Annex II attached to Decree 61/2024/ND-CP.

- Having at least 02 National Gold Awards for musical or photographic works.

+ Domestic Gold Awards for musical or photographic works are converted according to the rate specified in Annex II attached to Decree 61/2024/ND-CP.

+ International awards for musical or photographic works are considered by specialized cultural and artistic agencies of the Ministry of Culture, Sports, and Tourism. They will have documents for conversion into achievements for individuals as regulated in Annex II attached to Decree 61/2024/ND-CP.

- Outstanding contributions, exceptional artistic talents, not meeting the criteria as stipulated in point a or point b or point c clause 4 Article 8 Decree 61/2024/ND-CP but are discussed and agreed upon by the Council at all levels and submitted to the Prime Minister for consideration and decision for one of the following specific cases:

+ Individuals who are elderly as per Article 2 Law on Elderly 2009; having an additional 10 years of professional artistic activity as specified in clause 3 Article 8 Decree 61/2024/ND-CP; and have made many outstanding contributions in the honored field, sector, profession of art, especially during the years of resistance to save the country;

+ Individuals having an additional 10 years of professional artistic activity as specified in clause 3 Article 8 Decree 61/2024/ND-CP; and have made many outstanding contributions in the honored field, sector, profession of art; who are still actively participating in professional art performances, serving political tasks at provincial, city, ministerial, and national levels;

+ Individuals having an additional 10 years of professional artistic activity as specified in clause 3 Article 8 Decree 61/2024/ND-CP; and have made many outstanding contributions in the honored field, sector, profession of art; who are still actively participating in professional art performances in the fields of symphonic music, ballet, and opera;

+ Individuals who are teachers or lecturers at professional cultural and artistic training schools; directly trained 03 students, in which at least 02 students participated and won Gold Awards and 01 student participated and won Silver Awards at national and international art contests (International awards of students are considered by the specialized agencies of the Ministry of Culture, Sports, and Tourism, with documented confirmation for the teacher’s or lecturer’s achievements), who are still actively participating in professional art performances and have outstanding contributions in the honored field, sector, profession of art or having an additional 10 years of professional artistic activity as specified in clause 3 Article 8 Decree 61/2024/ND-CP, having outstanding contributions in the honored field, sector, profession of art, who are still actively participating in professional art performances, serving political tasks at provincial, city, ministerial, and national levels.

- Individuals are awarded the Badge, Certificate of Merit by the President, monetary prizes, and other benefits as prescribed by law.

- Individuals are obligated to preserve the awarded artifacts; continue to create a cultural and artistic work that serves the People.

According to Article 5 Decree 61/2024/ND-CP on the interval between 2 events of consideration for, announcement, and organization of awarding the title of Artist of Merit in Vietnam:

- The titles “People’s Artist” and “Artist of Merit” are awarded and announced according to clause 4 Article 66 Law on Emulation and Commendation 2022 as follows:
