Based on Section VI of Annex II attached to Decree 61/2024/ND-CP dated June 6, 2024, issued by the Government of Vietnam, the award conversion table for the field of cinematography in Vietnam is as follows:

- The Gold Medal of a music work or photography work at National Competitions, Festivals, Performances, Exhibitions on professional culture and art organized by the Ministry of Culture, Sports and Tourism (specialized authority on cultural and artistic activities) will be used as a standard for conversion.

- Only the Gold Medal, First Prize, A Prize, Excellent Prize, and Gold Cup from national or international Competitions, Festivals, Performances, Exhibitions on professional culture and art for music works or photography works will be considered for conversion.

- The specific conversion rates are as follows:

What are details of criteria for awarding the title of People's Artist in Vietnam?

Based on Article 7 of Decree 61/2024/ND-CP, the criteria for awarding the title of People's Artist in Vietnam are as follows:

The title "People's Artist" is awarded to individuals specified in Clause 2, Article 2 of Decree 61/2024/ND-CP who meet the following criteria:

(1) Loyal to the Fatherland; well-observing the policies of the Communist Party, the laws of the State; charters, rules, and regulations of the agency, organization, and locality.

(2) Possesses good moral character, exemplary in life, dedicated to the profession; shows outstanding artistic talent in the type, sector, or field of culture and art being honored; has professional prestige; makes numerous contributions to the Vietnamese revolutionary career, recognized and admired by colleagues and the public.

(3) Has continuous or cumulative professional activities in the field of culture and art for 20 years or more, or 15 years or more for the type of art like circus, dance.

(4) Has been awarded the title "Artist of Merit" and continues to meet one of the following criteria:

- Has at least 02 national Gold Medals, including 01 national Gold Medal as an individual.

The individual Gold Medal or the Gold Medal of a film, program, performance, piece is converted to calculate achievements for individuals as stipulated in Annex II attached to Decree 61/2024/ND-CP.

International awards for individuals or the film, program, performance, piece are considered by the specialized authority on cultural and artistic activities of the Ministry of Culture, Sports and Tourism, certified in writing as a basis for calculating achievements for individuals under Annex II attached to Decree 61/2024/ND-CP.

- If there is no 01 national Gold Medal as an individual, there must be at least 03 national Gold Medals converted for the individual according to the provisions of Annex II attached to Decree 61/2024/ND-CP.

The individual Gold Medal or the Gold Medal of a film, program, performance, piece is converted to calculate achievements for individuals as stipulated in Annex II attached to Decree 61/2024/ND-CP.

International awards for individuals or the film, program, performance, piece are considered by the specialized authority on cultural and artistic activities of the Ministry of Culture, Sports and Tourism, certified in writing as a basis for calculating achievements for individuals under Annex II attached to Decree 61/2024/ND-CP.

- Has at least 02 national Gold Medals for music works or photography works.

The national Gold Medals for music works or photography works are converted according to the rates specified in Annex II attached to Decree 61/2024/ND-CP.

International awards for music works or photography works are considered by the specialized authority on cultural and artistic activities of the Ministry of Culture, Sports and Tourism, certified in writing as a basis for calculating achievements for individuals under Annex II attached to Decree 61/2024/ND-CP.

- Exceptional contributions, outstanding artistic talent, not meeting the criteria specified in point a or point b, Clause 4, Article 7 of Decree 61/2024/ND-CP but are discussed and unanimously proposed by the Council at all levels to the Prime Minister of the Government of Vietnam to consider and decide on one of the following specific cases:

Individuals who are elderly as prescribed in Article 2 of the Law on the Elderly 2009; have an additional 10 years of professional artistic activity compared to the provisions of Clause 3, Article 7 of Decree 61/2024/ND-CP; have many outstanding contributions to the type, sector, or field of art honored, especially during the years of the national resistance war;

Individuals who have an additional 10 years of professional artistic activity compared to the provisions of Clause 3, Article 7 of Decree 61/2024/ND-CP; have many outstanding contributions to the type, sector, or field of art honored; currently still actively participating in professional artistic performances, serving political tasks at provincial, city, ministry, and national levels;

Individuals who have an additional 10 years of professional artistic activity compared to the provisions of Clause 3, Article 7 of Decree 61/2024/ND-CP; have many outstanding contributions to the type, sector, or field of art honored; currently still actively participating in professional artistic performances in the form of symphonic music, ballet, opera;

Individuals who are teachers or lecturers at professional culture and art training institutions; directly training from 03 students to win Gold Medals at national and international art competitions (International awards of students are considered by the specialized authority of the Ministry of Culture, Sports and Tourism, confirmed in writing as a basis for calculating achievements for teachers and lecturers), currently still actively participating in professional artistic performances and have many outstanding contributions to the type, sector, and field of art honored or have an additional 10 years of professional artistic activity compared to the provisions of Clause 3, Article 7 of Decree 61/2024/ND-CP, have many outstanding contributions to the type, sector, and field of art honored, currently still actively participating in professional artistic performances, serving political tasks at provincial, city, ministry, and national levels.

What are the rights and obligations of an individual awarded the title of Artist of Merit in Vietnam?

Based on Article 6 of Decree 61/2024/ND-CP, the rights and obligations of individuals awarded the title of Artist of Merit in Vietnam include:

- Individuals receive a Badge, Certificate from the President, prize money, and enjoy other benefits as prescribed by law.

- Individuals have the obligation to preserve the awarded objects; continue to engage in creative cultural and artistic labor to produce many valuable films, programs, performances, pieces, and cultural and artistic works serving the public.
