Based on Section II, Appendix II attached to Decree 61/2024/ND-CP dated June 6, 2024 of the Government of Vietnam, the conversion table for the cinematography-related awards is specified as follows:

- The Golden Lotus, the highest award for a film at the National Film Festival (Vietnam Film Festival), is used as the standard for conversion.

- Conversion to the Golden Lotus only applies to:

+ Golden Kite, Award A - The highest award for a film by the Vietnam Cinema Association;

+ Golden Prize - The highest award for a film at the National Television Festival;

+ Outstanding award for an individual at the Vietnam Film Festival;

+ Outstanding award, Award A for individuals by the Vietnam Cinema Association;

+ Golden Prize for outstanding individuals at the National Television Festival.

- Specific conversion rates are as follows:

For films awarded the Golden Kite, Golden Prize at Film Festivals organized by ministries and central authorities, the Vietnam Cinema Association, the conversion of awards for the participating Subjects mentioned above will follow the conversion rates specified in the Film Sector Award Conversion Table.

- Only awards for films or individuals awarded at Professional Performing Arts Competitions, Festivals, and Shows nationwide organized by ministries and central authorities, or the Central Professional Literature and Art Associations are considered for conversion.

- Conversion of film awards to individuals: With a maximum recognized conversion rate equal to the film's award at Professional Performing Arts Competitions, Festivals, and Shows nationwide organized by ministries and central authorities, or the Central Professional Literature and Art Associations.

- In each Professional Performing Arts Competition, Festival, or Show organized by ministries and central authorities, or the Central Professional Literature and Art Associations, only one (01) award is counted for one (01) creative Subject of the film, even if multiple awards are bestowed.

What are principles for awarding the "People's Artist" title and "Artist of Merit" title in Vietnam?

Based on Article 4 of Decree 61/2024/ND-CP, the principles for awarding the "People's Artist" title and "Artist of Merit" title in Vietnam are as follows:

- Implemented according to subsection a, b, and c, Clause 2, Article 5 of the Emulation and Commendation Law 2022. To be specific:

2. Commendation is carried out according to the following principles:

a) Accuracy, transparency, fairness, and promptness;

b) Ensuring consistency between the form, the awarded subjects and their merits and achievements;

c) One form of commendation may be awarded multiple times to one subject; not awarding multiple forms of commendation for one achievement; awarding based on the achievement level;

- Councils at all levels are only allowed to recommend higher authorities to consider cases that meet all conditions, standards, procedures, and documentation as prescribed in Decree 61/2024/ND-CP.

- The titles “People's Artist”, “Artist of Merit” are not to be awarded to co-authors of musical works and photographic works.
