Pursuant to Article 12 of the Regulation promulgated together with Circular 08/2022/TT-BGDDT stipulates as follows:
“Article 12. Exam organized by training institutions”
1. Examinations for enrollment are organized by the training institution itself, or by a group of cooperative training institutions, and assigned to a training institution (hereinafter collectively referred to as the group training institution). exam).
2. Exam-organizing training institutions must ensure sufficient capacity in terms of staff, facilities and other conditions to organize an objective, serious, professional, safe, convenient and effective exam as follows:
a) There must be a division in charge of examination work capable of managing and organizing the implementation of the entire examination process;
b) The staff participating in the organization of the exam must be in sufficient number, have good ethical qualities and appropriate professional capacity to ensure the good performance of the tasks in each process of the examination;
c) Processes and assignment of responsibilities of participating departments must be complete, clear and effective, ensuring independence and objectivity between stages and divisions; take effective measures against fraud and abuse;
d) Facilities, equipment and software must be appropriate to the scale and form of the exam, meeting the requirements of effective support for the implementation of processes in the organization of the exam, including requirements on confidentiality, safety, security, anti-cheating in the exam;
dd) In case an online exam is organized, all measures must be taken to ensure the evaluation results are reliable and fair like the face-to-face test, and at the same time, the whole process of the exam is recorded. recording and storage.
3. The training institution that organizes the exam must develop the exam regulations and the exam organization scheme (which can be integrated in the enrollment scheme), publish it on the unit's website and send it to the agency. direct management and the Ministry of Education and Training to report at least 30 days before candidates start to register for the exam.
4. The training institution that organizes the exam is responsible before the law for all work before, during and after the exam, including the accountability to state and social management agencies for the quality of exam questions, exam regulations, exam organization scheme and the implementation of exam organization scheme.”
Accordingly, the training institution that organizes the entrance exam for universities and colleges in the field of preschool pedagogy shall organize the examination according to the above regulations.

“Article 13. Exam questions
1. The exam questions must be built according to the outline. The exam outline (including the structure and format of the exam, the scope and assessment criteria) must reflect the background knowledge and core competencies that candidates need for studying in university/college. The exam outline must be published to candidates at least 30 days before the exam date.
2. The structure of the exam questions for the entrance exam or the independent exam must contain components of the content of mathematics or linguistics along with at least two other subjects in the high school program in accordance with the requirements of the field of training sector and branch; The contents of the exam must be consistent with the provisions of the law on education and culture.
3. The evaluation scope of the exam questions for the entrance exam or the independent exam is mainly within the content of the current high school curriculum; separate assessment scope of the supplementary exam is based on the requirements of talents, aptitudes or special qualities of the training industry or field. Evaluation criteria must be based on levels of ability and thinking; can classify candidates' ability, meet the suitability of candidates for the fields and fields of enrollment.
4. The exam questions are built based on randomly extracted from a large enough standardized question bank, or newly built according to a process of absolute confidentiality. In case of organizing many exam sessions, or a test batch has many exam questions, the exam questions must be equivalent. Exam questions must be worded clearly, without multiple meanings.
5. The exam questions must be developed by a committee that makes the exam questions and must be appraised by a committee that is responsible for evaluating them. The organization and operation of the exam-making council and the exam-appraising council must be independent of each other and the groups that build the exam question bank (if any).”
Thus, the exam structure for entrance exams or independent exams must contain:
the content of mathematics or linguistics, together with at least two other subjects in the high school curriculum, suitable to the requirements of the training field or branch; the contents of the exam must be consistent with the provisions of the law on education and culture.
What are the exam regulations of the university and college entrance exams organized by Vietnamese training institutions?
Pursuant to Article 14 of the Regulation promulgated together with Circular 08/2022/TT-BGDDT stipulates as follows:
“Article 14. Exam Regulations
1. The exam regulations must be approved by the scientific and training council of the training institution that organizes the exam and signed and promulgated by the principal or director of the training institution, serving as a basis for organizing the performance of tasks before, during and after the exam, comply with the general requirements and basic principles specified in Articles 3 and 4 of these Regulations.
2. The content of the exam regulations must include provisions on:
a) Scope of enrollment, subjects and conditions for taking the exam;
b) Exam outline and exam format;
c) Exam organization procedures and tasks and powers of participating organizations and individuals (preparing for the exam, organizing exam registration, making exam questions, reviewing exams, marking exams... );
d) Security and anti-cheating measures in the exam;
d) Publicity, reporting and archiving regimes;
e) Inspection, examination, handling of incidents, handling of violations.
3. Exam regulations must be trained for all participants in exam work and fully communicated to candidates.”

Circular 08/2022/TT-BGDDT takes effect from July 22, 2022.
