Circular 02/2024/TT-TTCP: What are the conditions for awarding the commemorative medal "For the Inspectorate" in Vietnam?
On March 20, 2024, the Government Inspector General of Vietnam issued Circular 02/2024/TT-TTCP stipulating the awarding of the commemorative medal "For the Inspectorate".
Article 6 of Circular 02/2024/TT-TTCP outlines the conditions and standards for awarding the commemorative medal as follows:
- Individuals who are leaders of the Inspectorate the Government of Vietnam with a tenure of at least 04 years as of September 1 of the year of the nomination.
- Individuals working in inspection agencies with continuous service of at least 10 years as of September 1 of the year of the nomination.
Individuals assigned to perform specialized inspection tasks with continuous service in inspection of at least 20 years as of September 1 of the year of the nomination.
- Individuals belonging to the categories specified in Clause 2, Article 4 of Circular 02/2024/TT-TTCP:
+ Leaders of the Communist Party and the State who have contributed to the establishment and development of the Inspectoral sector.
+ Individuals specified in points b, c, and d must have held their positions for at least 05 years and have at least 04 years of responsibility or oversight of inspection work.
+ Individuals specified in points đ, e, and g must have held their positions for at least 10 years and have at least 08 years of responsibility or oversight of inspection work.
- Other cases as decided by the Government Inspector General of Vietnam.

Who are eligible for the Commemorative Medal for the Inspectorate in Vietnam?
Article 4 of Circular 02/2024/TT-TTCP stipulates the individuals eligible for the commemorative medal for the Inspectorate:
- Individuals who have served or are currently serving in inspection agencies and those assigned to perform specialized inspection tasks.
- Individuals with achievements in leading and directing, contributing to the establishment and development of the Vietnamese Inspectorate sector, including:
+ Leaders of the Communist Party and the State
+ Leaders of the Vietnam Fatherland Front, leaders of central committees, ministries, and political-social organizations
+ Leaders of Ministries, equivalent organizations, entities subordinate to the Government of Vietnam
+ Secretaries, Deputy Secretaries of Provincial or City Committees under central administration; Chairpersons, Vice Chairpersons of People's Councils, People's Committees of centrally-administered provinces or cities
+ Full-time Heads, Deputy Heads of National Assembly delegations from centrally-administered provinces or cities; leaders of Fatherland Fronts, political-social organizations of centrally-administered provinces or cities; Secretaries, Deputy Secretaries of district, town, and city committees under provincial administration; Chairpersons, Vice Chairpersons of People’s Councils and People's Committees of districts, towns, district-level cities, provincial cities subordinate to centrally-administered cities
+ Chief, Deputy Chief of Government Cipher Department; General Directors, Deputy General Directors; Department Directors, Deputy Department Directors, and equivalent positions within Ministries
+ Directors, Deputy Directors of Departments and equivalent positions.
- Vietnamese individuals abroad or foreigners who have contributed to the establishment and development of the Vietnamese Inspectorate sector.
- Other cases as decided by the Government Inspector General of Vietnam.
What are the priority criteria for awarding the Commemorative Medal in Vietnam?
Article 7 of Circular 02/2024/TT-TTCP specifies the individuals prioritized for the commemorative medal for the Inspectorate.
Individuals falling under the categories specified in Clause 1, Article 4 of Circular 02/2024/TT-TTCP are prioritized for the medal as follows:
- Individuals awarded the title “Hero of the Armed Forces”, “Hero of Labor”, the Gold Star Order, the Ho Chi Minh Order, and the Independence Order of all classes are eligible for nomination immediately following the award decision.
- Individuals awarded the “Ho Chi Minh Prize”, “State Prize”, the title of “National Emulation Fighter”, and other commendations (except for those specified in Clause 1 of this article) are eligible for nomination 02 years earlier.
- Individuals awarded the Prime Minister’s Certificate of Merit or the title of “Ministerial, Sectoral, Provincial Emulation Fighter” are eligible for nomination 01 year earlier.
- Individuals awarded the Certificate of Merit by the Government Inspector General of Vietnam or the title “Grassroots Emulation Fighter” are eligible for nomination 06 months earlier.
- Individuals who are short of the required duration for inspection work or responsibility for, supervisory of inspection tasks by a maximum of 12 months as of their retirement are prioritized for the commemorative medal before retirement.
- Titles and commendations used to calculate priority time for the commemorative medal must be awarded and recognized during the individual's service in inspection work; individuals cumulatively awarded multiple titles and commendations are afforded the priority time for the highest title or commendation.
Circular 02/2024/TT-TTCP takes effect from May 15, 2024.
