From July 1, 2024, will the salary arrangement by coefficients for Vietnamese professional servicemen be annulled?

Currently, the salary arrangement for professional servicemen is stipulated in Article 4 of Circular 170/2016/TT-BQP as follows:

Military rank of professional servicemen corresponding to the salary levels

1. The military rank of Second Lieutenant professional servicemen corresponds to salary levels with coefficients below 3.95.

2. The military rank of First Lieutenant professional servicemen corresponds to salary levels with coefficients from 3.95 to below 4.45.

3. The military rank of Captain professional servicemen corresponds to salary levels with coefficients from 4.45 to below 4.90.

4. The military rank of Major professional servicemen corresponds to salary levels with coefficients from 4.90 to below 5.30.

5. The military rank of Lieutenant Colonel professional servicemen corresponds to salary levels with coefficients from 5.30 to below 6.10.

6. The military rank of Colonel professional servicemen corresponds to salary levels with coefficients from 6.10 to below 6.80.

7. The military rank of Senior Colonel professional servicemen corresponds to salary levels with coefficients of 6.80 upwards.

According to Article 3 of Circular 41/2023/TT-BQP, the salary of professional servicemen is calculated as follows:

Salary = Statutory pay rate x Current salary coefficient

The current statutory pay rate is 1,800,000 VND/month (stipulated in Decree 24/2023/ND-CP).

On November 10, the National Assembly passed a Resolution on the State budget estimate for 2024.

The Resolution clearly states that from July 1, 2024, a comprehensive reform of salary policies will be implemented according to Resolution 27-NQ/TW 2018 of the Seventh Conference of the Central Executive Committee, Session XII.

Thus, from July 1, 2024, professional servicemen will no longer have their salaries graded by salary coefficients. The new salary structure for professional servicemen upon salary reform will be as follows:

- Basic salary

- Allowances

- Additional bonuses

professional servicemen will be provided with a separate salary scale based on job positions, titles, and leadership roles to replace the current salary tables, ensuring that the new salary will not be lower than the current salary.

What is the current service period in peacetime for professional servicemen in Vietnam?

Article 17 of the Law on professional servicemen, Defense Employees, and Public Employees 2015 stipulates the service period and age limit for professional servicemen as follows:

Service period and age limit for professional servicemen

1. The service period for professional servicemen in peacetime is as follows:

a) Serve for a minimum period of 06 years from the date of the decision to become professional servicemen;

b) Serve until reaching the age limit stipulated in Clause 2 of this Article.

2. The highest age limit for serving as professional servicemen by military rank:

a) Officer rank professional servicemen: male 52 years, female 52 years;

b) Major, Lieutenant Colonel professional servicemen: male 54 years, female 54 years;

c) Senior Colonel professional servicemen: male 56 years, female 55 years.

3. professional servicemen with high technical and professional qualifications, good political, ethical, and health conditions, and voluntary service, if needed by the military, may be considered for an extended service period not exceeding 05 years.

4. Combatants who have completed 40 years of service will be given priority for training and assignment to other suitable positions as required by the military or may be transferred. If the military cannot continue to use them and cannot transfer them, if they have paid social insurance for at least 20 years, with at least 15 years as combatants, they will be eligible for retirement.

The list of combatant positions is specified by the Minister of National Defense.

Thus, according to the above regulations, the service period for professional servicemen in peacetime is as follows:

- Serve for a minimum period of 06 years from the date of the decision to become professional servicemen;

- Serve until reaching the age limit stipulated in Clause 2 of Article 17 of the Law on professional servicemen, Defense Employees, and Public Employees 2015.

How many rank titles are there for Vietnamese professional servicemen?

Article 16 of the Law on professional servicemen, Defense Employees, and Public Employees 2015 stipulates the rank titles for professional servicemen, from Second Lieutenant to Senior Colonel.

1. The rank titles for professional servicemen are determined corresponding to technical and professional qualifications, including:

a) Senior Colonel professional servicemen;

b) Colonel professional servicemen;

c) Lieutenant Colonel professional servicemen;

d) Major professional servicemen;

dd) Captain professional servicemen;

e) First Lieutenant professional servicemen;

g) Second Lieutenant professional servicemen.

2. The highest rank titles for professional servicemen include:

a) High level is Senior Colonel professional servicemen;

b) Intermediate level is Colonel professional servicemen;

c) Primary level is Lieutenant Colonel professional servicemen.

There are 7 rank titles for professional servicemen. The highest rank title is Senior Colonel professional servicemen for the high level, Colonel professional servicemen for the intermediate level, and Lieutenant Colonel professional servicemen for the primary level.
