From July 1, 2024: Will the pension for preschool teachers increase by 15% after the 2024 salary reform in Vietnam?

Pursuant to Resolution 104/2023/QH15, comprehensive salary policy reforms will be implemented based on Resolution 27-NQ/TW in 2018 from July 1, 2024.

Regarding the implementation of salary policies, the National Assembly resolves that starting from July 1, 2024, comprehensive salary policy reforms based on Resolution 27-NQ/TW in 2018 of the 7th plenary meeting of the 12th Central Executive Committee will be carried out. This includes adjusting pensions, social insurance benefits, monthly allowances, preferential allowances for individuals with contributions, and some social security policies linked to the statutory pay rate.

Speaking at a New Year meeting on the first working day of the Ministry of Labor, Invalids and Social Affairs after the Tet holiday, held on February 15, the Minister of Labor, Invalids and Social Affairs announced that in 2024, comprehensive salary policy reforms based on Resolution 27-NQ/TW in 2018 will be implemented. Salary reform must go hand in hand with adjusting pension policies in the spirit of "not letting retirees face more difficulties and disadvantages during the reform."

When implementing salary reform, if the general wage level for workers nationwide increases but pensions are not adequately adjusted, retirees will be at a significant disadvantage.

Therefore, it is necessary to calculate and balance the situation. If the salary for officials and public employees increases by 23.5%, then at the very least, pensions should increase by 15%.

According to the statement of the Minister of Labor, Invalids and Social Affairs, when implementing the 2024 salary reform based on Resolution 27-NQ/TW in 2018, the pension for officials and public employees may increase by 15%. What is the specific increase in teacher salary for 2024 during the salary reform in Vietnam?

According to the Government Electronic Portal, the Minister of Home Affairs stated that under the salary reform plan, starting from July 1st, the average salary of officials and public employees is expected to increase by about 30% (including base pay and allowances).

Another noteworthy point is that from 2025 onwards, the government will continue to adjust salary levels in payrolls with an average increase of about 7% per year. This means that after implementing the salary reform and introducing new payrolls with higher salaries compared to the current ones, officials and public employees will still receive an additional 7% salary increase annually.

Additionally, from 2025 onwards, the government will continue to adjust salary levels in payrolls with an average increase of about 7% per year. This means that after implementing the salary reform and introducing new payrolls with higher salaries compared to the current ones, teachers will still receive an additional 7% salary increase annually.

Furthermore, the Minister of Home Affairs also mentioned that a noteworthy point during the salary reform is that the salaries of public employees, especially those in the education and healthcare sectors, will be higher than the general level of other officials and public employees. This is because we are implementing salary policy reforms in line with the resolution on comprehensive and fundamental development of education, training, and healthcare. Especially after the recent COVID-19 outbreak, it is evident that we need to pay more attention to improving the lives of teachers and healthcare professionals.

Note: The mentioned salary increase is an expected figure. For specific details regarding the increase in teacher salary, we will have to wait for the official documents from the state to determine the exact amount.

The mentioned salary increase applies to teachers in the public sector (teaching at public educational institutions). For teachers in the private sector who receive salaries based on labor contracts, their salaries will be implemented based on the regional minimum wage. It is expected that the regional minimum wage will also increase according to the latest plan approved by the National Salary Council, starting from July 1, 2024.

The government has agreed to complete the decree on the new salary regime for officials, public employees, and armed forces. As a result, the new teacher payrolls for 2024, based on the occupational title of public employees under the salary reform policy, may be completed in May 2024. However, the issuance and effectiveness of the new payrolls will depend on further detailed instructions from the government.
