Pursuant to Resolution 104/2023/QH15, comprehensive salary policy reforms will be implemented according to Resolution 27-NQ/TW in 2018 from July 1, 2024.

Pursuant to Resolution 27-NQ/TW in 2018, it was proposed to establish two payrolls for officials and public employees based on positions, job titles, and leadership positions to replace the current payroll system. The old salaries will be converted to new salaries, ensuring they are not lower than the current salaries.

The Minister of the Ministry of Home Affairs stated that under the upcoming salary reform plan from July 1, 2024, the average salary for officials and public employees (including base pay and allowances) is expected to increase by 30%.

From 2025, this salary level will continue to be adjusted annually by an average of 7%.

Although we have not implemented salary reform in the past three years, the basic salary has been adjusted twice, resulting in a 29.5% increase. Therefore, when calculating from 2021 (the expected implementation of salary reform according to the spirit of Resolution 27-NQ/TW in 2018) to July 1, the salaries of officials and public employees have increased significantly, approximately 60%. This figure may not be extraordinary, but it is a considerable increase compared to the average annual increase of 7% without salary reform.

Therefore, it is expected that from July 1, 2024, there will be salary increases for officials and public employees when implementing reforms as follows:

(1) Increase the average salary by 30% for officials and public employees from July 1, 2024 when implementing reforms.

(2) Increase by 7% per year for officials and public employees from 2025.

However, there will be no salary increases for 36 units in some sectors that no longer receive special salary policies. If the payrolls are built horizontally, some agencies may have their salaries reduced by 50%.

Pursuant to Resolution 27-NQ/TW in 2018, agencies with special payrolls will be preserved (no additional increases) to ensure fairness for salary recipients.

Therefore, officials and public employees belonging to the 36 units that are currently applying special financial and income mechanisms will not receive salary increases during salary reform but will have their salaries preserved (no additional increases) to ensure fairness for salary recipients.

What are 02 new payrolls applicable to Vietnamese officials from july 1, 2024?

- 01 payroll applies to officials and public employees who hold leadership positions (elected or appointed) in the political system from central to commune level is formulated based on these principles:

+ The salary level should reflect the hierarchy within the political system. Those who hold a specific leadership position will receive a salary based on that position. If a person holds multiple leadership positions, they will receive the highest salary level for the highest position. If two leadership positions are equivalent, the salary level will be the same. The salary level for higher-level leaders should be higher than that of lower-level leaders.

+ Define a salary level for each type of equivalent leadership position. When designing the central-level leadership position payroll, there will be no categorization by ministries, sectors, departments, committees, or central-level bodies. Different salary levels for the same leadership position based on local administrative unit classification will be implemented through allowances. The classification of equivalent leadership positions in the political system for the design of this payroll will be decided by the Politburo after reporting to the Party Central Committee.

- 01 payroll applies to officials and public employees who do not hold leadership positions. It is based on their ranks and professional titles is formulated based on these principles:

+ For jobs with the same level of complexity, the salary level will be the same. Higher labor conditions and occupational incentives will be implemented through occupational allowances. The grouping of job categories and the number of salary levels within officials' ranks and public employees' professional titles will be adjusted to encourage officials and public employees to improve their professional expertise.

+ Appointments to officials' ranks or public employees' professional titles must be linked to job positions and the organizational structure of officials' ranks and public employees' professional titles, which will be carried out by the managing agencies and organizations.

What are allowances for officials after salary reform in Vietnam from July 1, 2024?

Pursuant to Resolution 27-NQ/TW in 2018, after the salary reform, there will be 8 types of allowances under the new salary system for officials, including:

Multi-position allowance

Extra-seniority allowance

Regional allowance

Responsibility allowance

Mobility allowance

Occupational allowance

Allowance for working in difficult areas

Allowance based on administrative unit classification

In addition, Resolution 27-NQ/TW in 2018 specifies the following:

a) The design of the new salary structure includes base pay (accounting for about 70% of the total salary fund) and various allowances (accounting for about 30% of the total salary fund). Bonuses will be added (the bonus fund will be approximately 10% of the total annual salary fund, excluding allowances)

Thus, the aforementioned allowances will account for approximately 30% of the total salary fund.
