Officials at the Commune Level: Who Are They?
(1) Commune Level Officials
Based on Clause 1, Article 5 of Decree 33/2023/ND-CP, commune-level officials hold the following 06 positions:
- Secretary and Deputy Secretary of the Communist Party Committee;- Chairman and Vice Chairman of the People's Council;- Chairman and Vice Chairman of the People’s Committee;- Chairman of the Vietnam Fatherland Front Committee;- Secretary of the Ho Chi Minh Communist Youth Union;- Chairman of the Vietnam Women's Union.
(2) Commune Level Public Employees
Based on Clause 2, Article 5 of Decree 33/2023/ND-CP, commune-level public employees hold the following 06 titles:
- Head of the Military Command;- Office - Statistics;- Land Management - Construction - Urban and Environment (for wards and commune-level towns) or Land Management - Agriculture - Construction and Environment (for communes);- Finance - Accounting;- Civil Status - Justice;- Culture - Society.

Principles for the New Salary Table of Commune-Level Officials from July 1, 2024
From July 1, 2024, comprehensive wage reform will be implemented in accordance with Resolution 27-NQ/TW of 2018. A new salary table will be developed to replace the existing system; old salary grades will be transferred to new ones, ensuring they are not lower than the current wages.
According to Resolution 27-NQ/TW of 2018, the new salary table for commune-level officials after the 2024 wage reform will be structured into two different tables:
(1) A position-based salary table applied to commune-level officials holding leadership positions (elected or appointed) within the political system from the central level to the commune level, constructed on the principle that:
- The positional salary must reflect the rank within the political system; receiving a salary according to the highest leadership position held; equivalent positions receive the same salary; and the salary of a higher-ranked leader exceeds that of a lower-ranked leader;- A single position salary is specified for each equivalent leadership position; does not differentiate between ministries and central authorities, boards, committees, or equivalent central positions when establishing the position salary table at the central level; does not differentiate the positional salary for the same leadership title based on administrative unit classification at the local level, but implements through allowance policies.
The classification of equivalent leadership positions within the political system for the design of the positional salary table is decided by the Politburo after reporting to the Central Executive Committee.
(2) A professional and occupational salary table based on the rank of public employees and professional titles applied generally to commune-level public employees not holding leadership titles; each rank of public employee and professional title of public employee has multiple salary grades, constructed on the principle that:
- Equivalent work complexity receives the same salary;- Higher-than-normal working conditions and professional incentives are implemented through occupational allowance policies;- Reorganizing groups of ranks and the number of grades within public employee ranks, professional titles of public employees, encouraging officials and public employees to improve their professional qualifications and expertise;- Appointments to public employee ranks or professional titles must be linked to working positions and the structure of public employee ranks, professional titles of public employees managed by agencies, organizations, or units.
What Allowances Are Commune-Level Officials Entitled to from July 1, 2024?
According to Sub-clause b, Section 3.1, Clause 3, Chapter II of Resolution 27-NQ/TW of 2018, the reform includes the following content:

3.1. For officials, public employees, and armed forces (public sector)

d) Reorganizing current allowance policies, ensuring that the total allowance fund does not exceed 30% of the total salary fund
- Continue applying concurrent task allowance; extra-frame seniority allowance; area allowance; job responsibility allowance; mobility allowance; security, defense, and special forces allowances (military, police, cipher).
- Combining professional incentive allowances, occupational responsibility allowances, and hazardous and dangerous allowances (collectively known as occupational allowances) applied to officials and public employees in professions and jobs with higher-than-normal working conditions and appropriate state incentive policies (education and training, healthcare, judiciary, prosecution, civil enforcement, inspection, auditing, customs, forest protection, market management,...). Combining special allowances, attraction allowances, and long-term service allowances in areas with particularly difficult socio-economic conditions into allowances for working in specially difficult areas.
- Abolishing professional seniority allowance (except for the military, police, and cipher to ensure wage parity with officials); leadership positional allowance (as leadership positions within the political system will implement position-based salaries); party, political-social organization work allowance; public service allowance (as it has been incorporated into the basic salary); hazardous and dangerous allowance (as the hazardous and dangerous working conditions have been incorporated into occupational allowances).
- Newly stipulating allowance policies based on the classification of administrative units for the commune, district, and provincial levels.

In line with Resolution 27-NQ/TW of 2018, wage reform will apply 8 types of allowances under the new wage policy for commune-level officials, including:
(1) Concurrent task allowance;(2) Extra-frame seniority allowance;(3) Area allowance;(4) Job responsibility allowance;(5) Mobility allowance;(6) Occupational allowance;(7) Allowance for working in specially difficult areas;(8) Allowance based on the classification of administrative units and the classification of public service providers.
Additionally, allowances (if any) will constitute no more than approximately 30% of the total salary fund.
