Based on Article 19 of the Identification Law 2023 stipulated as follows:
Persons Issued Identification Cards
1. Persons issued identification cards are Vietnamese citizens.
2. Vietnamese citizens who are 14 years old or older must carry out the procedures for issuing identification cards.
3. Vietnamese citizens under 14 years old are issued identification cards upon request.
Vietnamese citizens under 14 years old (including newborns) are issued identification cards upon request.
Thus, from July 1, 2024, the issuance of identification cards for newborns will be carried out if their parents request it.

From July 1, 2024, what are the procedures and steps for issuing ID cards to newborns in Vietnam?
Based on Clause 2, Article 23 of the Identification Law 2023, the procedures for issuing identification cards for newborns (within the category of persons under 14 years old) from July 1, 2024, are as follows:
Persons under 14 years old or their legal representatives can request the identification management authority to issue identification cards. The procedures for issuing identification cards for persons under 14 years old are carried out as follows:
+ The legal representative performs the procedures for issuing identification cards for those under 06 years old through the public service portal or the national identification application.
In cases where the person under 06 years old has not registered for birth certification, the legal representative performs the procedures for issuing identification cards through the integrated procedures with birth registration on the public service portal, the national identification application, or directly at the identification management authority.
The identification management authority does not collect morphological information or biometric data for those under 06 years old;
+ Persons from 06 to under 14 years old together with their legal representative visit the identification management authority for the collection of morphological information and biometric data according to Point B, Clause 1, Article 23 of the Identification Law 2023.
The legal representative of persons from 06 to under 14 years old performs the procedures for issuing identification cards on their behalf.
Will newborns in Vietnam be granted Level 1 ID accounts from July 1, 2024?
Based on Article 7 of the Decree 69/2024/ND-CP stipulated as follows:
Classification and Subjects Granted eID Accounts
Agencies, organizations, Vietnamese citizens, and foreign organizations and individuals residing in Vietnam are granted eID Accounts as follows:
1. For Vietnamese citizens who are 14 years old or older and have been issued a citizen identification card or an effective identification card, a level 01 electronic identification account or a level 02 electronic identification account is issued.
Vietnamese citizens from 06 to under 14 years old who have been issued an identification card are granted a level 01 electronic identification account, and a level 02 electronic identification account upon request. Vietnamese citizens under 06 years old who have been issued an identification card are granted a level 01 identification account upon request.
2. For foreigners who are 06 years old or older and have been issued a permanent residence card, temporary residence card in Vietnam, a level 01 electronic identification account or a level 02 electronic identification account is issued upon request. Foreigners under 06 years old who have been issued a permanent residence card, temporary residence card in Vietnam are granted a level 01 identification account upon request.
3. Agencies and organizations established or registered to operate in Vietnam are granted an electronic identification account regardless of the level.
Vietnamese citizens under 6 years old (including newborns) who have been issued identification cards are granted level 01 ID Accounts upon request.
Thus, if the parents of a newborn request the issuance of an identification card for the newborn and it has been issued, a level 01 identification account can be provided upon request.
Note: Foreigners under 06 years old who have been issued a permanent residence card or temporary residence card in Vietnam are granted a level 01 electronic identification account upon request.
What are the Procedures for Granting Level 1 ID Accounts for Newborns from July 1, 2024?
Based on Point D, Clause 1, Article 10 of the Decree 69/2024/ND-CP, the procedures for granting level 1 ID Accounts for newborns from July 1, 2024, are as follows:
- Citizens use digital devices to download and install the National Identification Application;
- Citizens use the National Identification Application to enter information about their personal identification number, primary mobile phone number, and email address (if any); fill in information as guided on the National Identification Application; capture their facial image through digital devices and send the request for a level 1 identification account to the identification and electronic verification authority;
- The identification and electronic verification authority will verify and authenticate the information of the citizen requesting the identification account and notify the registration result through the National Identification Application or via the primary mobile phone number or email address;
- Legal representatives or guardians use their primary mobile phone numbers and their level 2 eID Accounts to fill in and register for level 1 ID Accounts for persons under 14 years old, persons under guardianship, or persons represented through the National Identification Application.
