What are methods of submission of market reports in Vietnam?

Pursuant to Article 9 of Circular 29/2024/TT-BTC, the methods of submission of market reports in Vietnam are regulated as follows:

- Ministries and provincial People's Committees shall send reports to the Ministry of Finance as follows:

+ Send uniform format reports via electronic administrative documents (electronic document management and operation system) and also send to the email csgia@mof.gov.vn;

In case it is not possible to send via electronic administrative documents, paper documents shall be sent via postal services;

+ At the same time, update the report to the national price database system, the "Market Price Report" sub-module integrated into the system at https://csdlgiaquocgia.mof.gov.vn (if available).

In case the national price database system is fully implemented for Ministries and provincial People's Committees to update the report into the system, the Ministries and provincial People's Committees can choose to only update the report into the national price database system and not follow the method of sending reports mentioned at point a of this clause;

+ Other methods of sending reports as required by the Ministry of Finance in case of ad-hoc reports.

- Ministries, provincial People's Committees, organizations, and other related individuals, when requested to coordinate, shall send the report to the Ministry in charge of reporting via electronic administrative documents (electronic document management and operation system) or paper documents via postal services (in case the electronic document management and operation system is not available);

In case of ad-hoc reports, also send by other methods as required by the Ministry in charge of reporting.

- The Ministry of Finance, Ministries, provincial People's Committees shall send reports to the Government of Vietnam, the Prime Minister of Vietnam via electronic administrative documents (electronic document management and operation system) and other methods as required by the Government of Vietnam, the Prime Minister of Vietnam.

- Report format:

+ Reports sent electronically must include the electronic version using the unified Vietnamese Unicode encoding system and the scanned document with sufficient signature and seal of the issuing unit. For ad-hoc reports, the report format follows the specific requirements outlined in the Ministry of Finance's or respective ministries' or provincial People's Committees' reporting documents (if available);

+ The file symbol convention of the provincial People's Committees' reports complies with the regulations in Appendix III of Circular 29/2024/TT-BTC.

- The report file name symbol is designated by the appendix number and the reporting date, as well as the locality sending the report (according to the abbreviation column in the table above). The specific naming method is as follows:

+ Monthly report: Symbol: month-year-locality

For example: The May 2024 report from Phu Tho province has the file name symbol: 05-2024-PTH

+ Quarterly report: Symbol: quarter-year-locality

For example: The first quarter 2024 report from Phu Tho province has the file name symbol: QI-2024-PTH

+ Semi-annual report: Symbol: 6 months-year-locality

For example: The first six months 2024 report from Phu Tho province has the file name symbol: 6Th-2024-PTH

+ Nine-month report: Symbol: 9 months-year-locality

For example: The first nine months 2024 report from Phu Tho province has the file name symbol: 9Th-2024-PTH

+ Annual report: Symbol: year-locality
