According to sub-item 3.1, Section 3, Part II of Resolution 27-NQ-TW 2018, the new salary structure for officials and public employees of the armed forces (public sector) is as follows:
Reform Content
3.1. For officials and public employees and the armed forces (public sector)
a) Design a new salary structure including: Basic salary (accounting for about 70% of the total salary fund) and allowances (accounting for about 30% of the total salary fund). Add bonuses (the bonus fund will be about 10% of the total annual salary fund, not including allowances).
b) Develop and issue a new salary table system according to job positions, titles, and leadership positions to replace the current salary table system; transfer the old salary arrangement to the new salary, ensuring it is not lower than the current salary, including:
The new salary table for professional servicemen will be designed according to the new salary structure as follows:
- Basic salary (accounting for about 70% of the total salary fund):
Abolish the statutory pay rate and the current salary coefficient, and build a basic salary with a specific amount in the new salary table.
Develop and issue three new salary tables for the military and police according to job positions, titles, and leadership positions to replace the current salary table system; transfer the old salary arrangement to the new salary, ensuring it is not lower than the current salary, including:
+ One salary table for military officers and commissioned and non-commissioned officers of the police (according to positions, titles, and military ranks).
+ One salary table for professional servicemen and technical specialists of the police.
+ One salary table for national defense workers and police workers (maintaining the salary relationship of the armed forces compared to administrative officials as currently).
- Allowances (accounting for about 30% of the total salary fund):
The rearrangement of current allowance policies when reforming the salary for officials and public employees, and the armed forces will be carried out with the following spirit:
+ Continue to apply additional concurrent allowances; seniority allowance beyond the frame; regional allowance; job responsibility allowance; mobility allowance; security and defense service allowance, and special allowances for the armed forces (military, police, cipher).
+ Combine preferential allowances according to the profession, responsibility allowances according to the profession, and hazardous and dangerous allowances (collectively referred to as professional allowances) applied to officials and public employees of professions and jobs with higher labor conditions than usual, with appropriate state policies (education and training, health care, courts, procuracy, civil judgment enforcement, inspection, audit, customs, forest management, market management, etc.). Combine special allowance, attraction allowance, and long-term service allowance in areas with particularly difficult socioeconomic conditions into allowance for working in particularly difficult areas.
+ Abolish seniority allowance (except for the military, police, cipher, to ensure salary parity with officials); leadership position allowance (as leadership titles in the political system implement position salary); party and social-political organization work allowance; and civil service allowance (as it has been included in the basic salary); hazardous and dangerous allowances (as hazardous and dangerous labor conditions have been included in professional allowances).
- Add bonuses (the bonus fund will be about 10% of the total annual salary fund, not including allowances).
Accordingly, according to Resolution 27-NQ-TW 2018, in addition to the current income from salaries and allowances, after implementing the salary reform from July 1, 2024, professional servicemen may also receive additional income from bonuses (the bonus fund will be about 10% of the total annual salary fund, not including allowances).

What are the factors based on which the new salary table for professional servicemen is built?
According to point c, clause 3.1, Section II of Resolution 27/NQ-TW 2018, the main factors for designing the new salary table are as follows:
- Abolish the statutory pay rate and the current salary coefficient, and build a basic salary with a specific amount in the new salary table.
- Expand the salary relationship to serve as the basis for determining specific salary levels in the new salary table system, gradually approaching the salary relationship of the enterprise sector suitable to the state's resources.
- Perfect policies for regular salary increases and advanced salary increases ahead of time in accordance with the new salary table regulations.
What is the highest rank of professional servicemen in Vietnam?
Pursuant to Article 16 of the Law on professional servicemen, National Defense Workers, and Public Employees 2015, the regulations are as follows:
Ranks of professional servicemen
1. The ranks of professional servicemen are determined corresponding to technical, professional qualifications, and salary levels, including:
a) Senior Colonel professional serviceman;
b) Colonel professional serviceman;
c) Lieutenant Colonel professional serviceman;
d) Major professional serviceman;
dd) Captain professional serviceman;
e) First Lieutenant professional serviceman;
g) Second Lieutenant professional serviceman.
2. The highest ranks of professional servicemen include:
a) Senior category is Senior Colonel professional serviceman;
b) Intermediate category is Colonel professional serviceman;
c) Junior category is Lieutenant Colonel professional serviceman.
3. The Minister of National Defense prescribes the ranks of professional servicemen corresponding to the salary levels of each category.
Thus, according to the above regulations, the highest rank of a professional serviceman is Senior Colonel professional serviceman.
