Based on the provisions of Article 3 Decree 73/2024/ND-CP regulating the statutory pay rate from July 1, 2024, applied for calculating the salary for the armed forces, including the police, is VND 2,340,000/month.
Currently, the police salary is calculated using the following formula:
Police Salary = Salary Coefficient x Statutory Pay Rate
According to Decree 204/2004/ND-CP, the salary coefficient of the police is regulated.

What are the duties and powers of the People's Police?
Based on the provisions of Article 16 People's Police Law 2018, amended by point a clause 5 Article 32 Law on Forces Participating in Security and Order Protection at the Grassroots 2023, the People's Police have the following duties and powers:
- Collect information, analyze, evaluate and forecast the situation and propose to the Communist Party and the State to issue and direct the implementation of guidelines, policies, laws, and strategies to protect national security, ensure social order and safety, fight against crimes and legal violations regarding national security, social order, and safety. Participate in the assessment of security impacts on social-economic development plans, combining the tasks of national security protection, social order, and safety assurance, fighting crimes and law violations on national security, social order, and safety with the task of social-economic development; effectively coordinate security activities with defense and foreign activities.
- Proactively prevent, detect, stop, and fight against plots and activities infringing on national security, eliminate threats to national security; protect the independence, sovereignty, unity, and territorial integrity of the country; protect the Communist Party, the State, the People, and socialist policies; protect political security, security in the fields of ideology - culture, economy, national defense, foreign affairs, information, society, environment, science, and technology; protect other national interests; protect the great national solidarity; protect the lives, health, honor, dignity, assets, democratic freedoms of citizens, and the legitimate rights and interests of agencies, organizations, and individuals.
- Conduct intelligence activities as per the law.
- Protect senior leaders of the Communist Party, the State, international guests visiting and working in Vietnam; protect important political, economic, diplomatic, scientific-technical, cultural, social events, and targets; protect works related to national security, foreign representative offices, and international organization representations in Vietnam; protect individuals holding or closely related to state secrets; protect the transport of special items as per the law.
- Manage national security protection, state secrets protection; lead immigration, transit, residence of foreigners in Vietnam; manage the exit and entry of Vietnamese citizens as per the law; control immigration, transit at border gates as per the law; cooperate with the People's Army, relevant sectors, and local authorities in managing and protecting national borders, border gates, islands, seas, airspace, and perform tasks related to national security, social order, and safety assurance in border areas as per the law, international treaties that the Socialist Republic of Vietnam is a member of, and relevant international agreements.
- Manage cybersecurity and cyber protection and fight cybercrimes as per the law.
- Manage investigation and crime prevention work. Lead anti-terrorism missions, quell rebellions, and resolve complex situations regarding national security, social order, safety as per the law. Proactively prevent, detect, stop, and fight against crimes and legal violations regarding social order and safety, environmental protection, resources, and food safety related to the environment; receive and resolve crime reports, charges, and prosecution requests; prosecute and investigate crimes as per the law; carry out forensic statistics; identify causes and conditions for crime and law violations on social order and safety, suggest remedial measures; educate law violators in communities as per the law.
- Manage criminal enforcement, temporary detention, custody; manage detention centers, temporary detention centers, temporary custody houses, compulsory education facilities, reformatories; organize the execution of criminal sentences and judicial measures; supervise and educate minors exempt from criminal liabilities; manage individuals granted conditional early release; conduct prisoner escort, evidence protection, trial security, and other judicial assistance tasks as per the law.
- Manage administrative sanctions and legal violations in national security, social order, and safety; impose administrative sanctions and apply administrative measures as per the law; ensure security and order in enforcement of compulsory decisions upon request by competent authorities.
- Manage residence, national population database, and citizen identification database, seals, traffic safety, public order, weapons, explosives, precursor chemicals, support tools, fire prevention, firefighting, rescue, and salvage as per the law; issue and manage Citizen ID cards and other identification papers; register, issue, and manage motor vehicle plates; conduct fire prevention, firefighting, rescue, and salvage work; manage security and order regarding conditional business sectors as per the law.
- Lead, coordinate in managing and implementing dissemination, education on national security protection, social order, and safety assurance; fight against crimes and legal violations regarding national security, social order, and safety.
- Guide, inspect, supervise, address complaints and accusations, handle violations in national security protection, social order, and safety assurance; fight against crimes and legal violations regarding national security, social order, and safety.
- Be the core force in building a people-based security posture and an all-people security defense posture; lead the movement of all people protecting national security. Guide agencies and organizations in implementing internal political security, economic security, ideological - cultural security, cyber security, communication security, social security, and environmental security tasks.
- Guide and train professional skills, provide legal knowledge to mass organizations participating in security and order protection at the grassroots level, grassroots security forces, civil defense forces, and agency, enterprise guards as per the law.
- Apply population mobilization, legal, diplomatic, economic, scientific - technical measures, professional techniques, and armed measures to protect national security, ensure social order and safety, fight against crimes and legal violations regarding national security, social order, and safety.
- Use weapons, explosives, support tools, force, and specialized technical means, and other means to attack and arrest criminals or stop crime acts or other law violations, and for legitimate defense as per the law.
- Decide or recommend the suspension or temporary suspension of activities of agencies, organizations, or individuals threatening or harming national security, social order, and safety; request agencies, organizations, or individuals to provide information, documents, and items when there is a basis to determine that they are involved in activities infringing national security, social order, and safety as per the law.
Mobilize and requisition as per the law means of communication, transportation, other means, and people using or operating such means in urgent cases to protect national security, ensure social order and safety, or prevent social damage from occurring or at risk of occurring.
- Implement national security protection measures and ensure social order and safety according to the law in case of wartime, emergency state, or when national security, social order, and safety are threatened but not to the extent of declaring an emergency.
- Manage and develop security industry; research, apply, and mobilize scientific and technological achievements and technical means in protecting national security, ensuring social order and safety, fighting against crimes and legal violations regarding national security, social order, and safety, and building the People's Police.
- Build a revolutionary, regular, elite, and step-by-step modern People's Police force, prioritizing modernizing certain forces; be the core force in implementing national security protection, social order and safety assurance, fighting against crimes and legal violations regarding national security, social order, and safety.
- Perform international obligations; international cooperation in fighting crimes, protecting national security, ensuring social order, and safety, and building the People's Police; carry out judicial assistance in criminal matters as per the law. The Ministry of Public Security is the central authority of the Socialist Republic of Vietnam in extradition and transfer of sentenced persons.
- Perform other duties and powers as per the law.
What is the organizational system of the People's Police?
Based on the provisions of Article 17 People's Police Law 2018, the organizational system of the People's Police includes:
- Ministry of Public Security;
- Provincial and municipal police under the central government;
- District-level police, including districts, towns, and cities under provinces, and cities under central government cities;
- Commune-level police, including communes, wards, and townships.
