Recently, the Chairman of the National Assembly signed and issued Resolution 104/2023/QH15 on the State Budget Estimates for 2024.
According to Resolution 104/2023/QH15, a comprehensive reform of the salary policy will be implemented according to Resolution 27-NQ/TW 2018 starting from July 1, 2024.
In Resolution 27-NQ/TW 2018, two new salary tables will be developed and issued for officials and public employees according to job positions, titles, and leadership roles to replace the existing salary tables; transitioning from the old salary to the new salary, ensuring it is not lower than the current salary.
The two new salary tables for officials and public employees from July 1, 2024, include:

- The same level of job complexity will have the same salary; higher-than-normal working conditions and occupational benefits will be implemented through occupational allowances policies; re-arranging the ranks and the number of grades within official ranks and professional titles of public employees, encouraging officials and public employees to improve their professional and technical qualifications.
- Appointments to official ranks or professional titles of public employees must be linked to job positions and the structure of official ranks or professional titles of public employees managed by agencies, organizations, and units of officials and public employees.
From July 1, 2024, when the salary reform is implemented, the new salary table for officials and public employees not holding leadership titles will reorganize the ranks and the number of grades within official ranks and professional titles of public employees.

What Factors Are the Salary Table for Non-Leadership Official Public Employees Built Upon from July 1, 2024?
Based on point c, section 3.1, Section II of Resolution 27-NQ/TW 2018 on determining specific factors to design a new salary table for officials and armed forces as follows:

c) Determine specific factors to design the new salary table
- Abolish the current statutory pay rate and salary coefficient, build a basic salary amount in specific monetary terms in the new salary table.
- Implement a unified policy for labor contracts as stipulated in the Labor Code (or service provision contracts) for those doing support and service jobs (below intermediate level training requirements), not applying the officials and public employees’ salary table to these subjects.
- Determine the lowest salary level in the public sector for officials and public employees as the salary level of those doing jobs that require intermediate level training (Grade 1) not lower than the lowest salary level of trained laborers in the business sector.
- Expand the salary relationship as a basis to determine specific salary levels in the salary system, gradually approaching the salary relationship of the business sector in line with the State's resources.
- Complete the policy for regular salary increase and salary increase ahead of schedule for officials, public employees, and the armed forces in line with the new salary table regulations.
Thus, the new salary table for officials and public employees not holding leadership titles is built on 05 key factors mentioned above.
Among these, the notable points are the abolition of the current statutory pay rate and salary coefficient, and building a basic salary amount in specific monetary terms in the new salary table. The lowest salary level for officials and public employees in the public sector will be the salary level of those doing jobs requiring intermediate level training (Grade 1), not lower than the lowest salary level of trained laborers in the business sector.
02 Methods to Calculate Salary for Officials and Public Employees Not Holding Leadership Titles in 2024
Based on the regulations in Decree 204/2004/ND-CP, Resolution 27-NQ/TW 2018, the projected salary for officials and public employees in 2024 is calculated by the following 02 methods:
(1) From January 1, 2024, to June 30, 2023
The salary for officials and public employees (excluding allowances) is calculated according to the salary coefficient and statutory pay rate. To be specific:, the calculation formula is as follows:

In which, the current statutory pay rate is 1.8 million VND/month.
(2) From July 1, 2024
It is projected that when salary reform is implemented, the salary of officials and public employees will be calculated according to the new salary structure.
To be specific:: The new salary structure includes:
- Basic salary (accounting for about 70% of the total salary fund);
- Allowances (accounting for about 30% of the total salary fund);
- Additional bonus (the bonus fund accounts for about 10% of the total annual salary fund, excluding allowances).
Thus, the formula for calculating the new salary is as follows:
