3.1. For officials and public employees and armed forces (public sector)

- Abolish the statutory pay rate and current salary coefficients; establish a basic salary amount in the new salary table.

- Implement unified labor contract policies according to the provisions of the Labor Code (or service provision contracts) for those performing auxiliary, service duties (requiring educational qualifications below intermediate level); do not apply the salary table for officials and public employees to these subjects.

- Determine the lowest salary level for officials and public employees in the public sector as the salary level for tasks requiring intermediate training (level 1), ensuring it is not lower than the minimum salary for trained labor in the business sector.

- Expand salary relations as a basis to determine specific salary levels in the salary system, gradually approaching the salary relations of the business sector suitable to the state's resources.

- Improve policies for regular salary increments and early salary increments for officials and public employees and armed forces in accordance with the new salary table regulations.

How will the new salary table for officials and public employees be constructed from July 1, 2024?

Based on the spirit of Resolution 27/NQ-TW of 2018, two new salary tables will be established for officials and public employees according to job position, title, and leadership role, replacing the current salary system; converting old salaries to new ones, ensuring they are not lower than current salaries, including:

- Establishing a leadership position salary table applicable to officials and public employees holding leadership roles (elected and appointed) within the political system from the central to the commune level.

- Establishing a professional skill-level salary table according to the grade of officials and occupational titles of public employees, generally applicable to officials and public employees not holding leadership positions.

According to the spirit of Resolution 27/NQ-TW of 2018, the salary structure for officials and public employees under the wage reform will include:

- Basic salary (about 70% of the total salary fund);

- Allowances (about 30% of the total salary fund);

- Adding bonuses (the bonus fund is approximately 10% of the total annual salary fund, excluding allowances).

Thus, after the wage reform expected from July 1, 2024, the salary for officials and public employees will be calculated as follows:

Who are officials and public employees?

- According to the provisions of clause 2, Article 4 of the Law on Officials 2008, amended by clause 1, Article 1 of the Law on Officials and Public Employees Amendment 2019, officials are Vietnamese citizens recruited and appointed to ranks, positions, corresponding titles with the job positions in the agencies of the Communist Party of Vietnam, the State, and socio-political organizations at the central, provincial, and district levels; in agencies and units of the People's Army that are not officers, professional soldiers, or defense workers; in agencies and units of the People's Public Security that are not officers, non-commissioned officers serving under professional policies, or public security workers, who are on the payroll and receive salaries from the state budget.
