From July 1, 2024, officially abolish the statutory pay rate, establish a basic salary as specific amounts in the new salary table for officials and public employees?
Recently, the Chairman of the National Assembly signed and promulgated Resolution 104/2023/QH15 on the State Budget Estimate for 2024.
In Resolution 104/2023/QH15, the comprehensive reform of the salary policy will be carried out according to Resolution 27-NQ/TW of 2018.
According to the spirit of Resolution 27-NQ/TW of 2018, when implementing salary reform, the statutory pay rate and current salary coefficients will be abolished, establishing a basic salary as specific amounts in the new salary table.
Thus, the statutory pay rate will be officially abolished from July 1, 2024, and a basic salary established as specific amounts in the new salary table applied to officials and public employees.
Additionally, according to the spirit of Resolution 27-NQ/TW of 2018 when reforming salaries, two new salary tables will be devised for officials and public employees according to job positions, titles, and leadership positions replacing the current salary system; converting old salaries to new salaries ensuring they are not lower than the current salaries being received, as follows:
Salary Table 01: The leadership salary table applies to officials and public employees holding leadership positions (elected and appointed) within the political system from the central to the commune level.
- Leadership salaries must reflect the hierarchy within the political system; holding any leadership position entitles one to the corresponding leadership salary. If one person holds multiple positions, they receive the highest leadership salary; equivalent leadership positions receive equivalent salaries; the leadership salary of a superior leader must be higher than that of a subordinate leader.
- A unified leadership salary for each equivalent leadership position without differentiating between ministries, central authorities, committees, and equivalents at the central level when constructing the central leadership salary table; there is no differentiation in leadership salaries for equivalent positions based on administrative unit classification at the local level but implemented via allowance policies. The classification of equivalent leadership positions within the political system to design the leadership salary table is decided by the Politburo after reporting to the Central Executive Committee.
Salary Table 02: The professional, specialist salary table according to the grade of officials and professional titles of public employees generally applies to all officials and public employees not holding leadership positions.
- Each grade of officials, professional title of public employees has multiple salary levels according to the principle: identical job complexity levels receive the same salary; more hazardous working conditions and professional preference are addressed via allowance policies; rearrange the grade groups and the number of levels within the grades of officials, professional titles of public employees, encouraging officials and public employees to improve professional, specialist knowledge.
- Appointment into an official grade or public employee professional title must be associated with job positions and the structure of official grades, public employee professional titles managed by the agency, organization, unit managing officials and public employees.

What is the new salary structure for officials and public employees when salary reform is implemented from July 1, 2024?
Based on the spirit of Resolution 27-NQ/TW of 2018, the reform includes the following provisions:

3.1. For officials and public employees and the armed forces (public sector)
a) Design a new salary structure including: Basic salary (accounting for approximately 70% of the total salary fund) and allowances (accounting for approximately 30% of the total salary fund). Add bonuses (the bonus fund is about 10% of the total annual salary fund, excluding allowances).
Thus, when implementing salary reform from July 1, 2024, the expected salary structure for officials and public employees will be as follows:

Who are officials and public employees?
- Based on the provisions of Clause 1, Article 4 of the Law on Cadres and Officials 2008, officials are defined as Vietnamese citizens elected, approved, or appointed to hold positions or titles in a term in the agencies of the Communist Party of Vietnam, the State, socio-political organizations at the central, provincial, or city level directly under central authority (hereinafter referred to as provincial level), at the district, town, or city level directly under provincial authority (hereinafter referred to as district level), within the staffing and receiving salaries from the state budget.
- Based on Clause 2, Article 4 of the Law on Cadres and Officials 2008 as amended by Clause 1, Article 1 of the Law on Amendments to the Law on Cadres and Officials and Law on Public Employees 2019, officials are defined as Vietnamese citizens who are recruited, appointed to the grades, positions, titles corresponding to job positions in the agencies of the Communist Party of Vietnam, the State, socio-political organizations at the central, provincial, or district level; in agencies, units within the People's Army not as officers, professional soldiers, or defense workers; in agencies, units within the People's Public Security not as officers, non-commissioned officers serving under professional policies, public security workers, within staffing, and receiving salaries from the state budget.
- Based on Article 2 of the Law on Public Employees 2010, public employees are defined as Vietnamese citizens recruited according to job positions, working at public service providers under work contract policies, and receiving salaries from the salary fund of public service providers as prescribed by law.
