From July 01, 2024, can the ID card be used instead of the health insurance card, social insurance book, driver license, birth certificate, marriage certificate in Vietnam?
Can the ID Card be used instead of the Health Insurance Card, Social Insurance Book, Driver License, Birth Certificate in Vietnam from July 01, 2024, according to the Law on Identification 2023?
Pursuant to the provisions of Article 22 of the Law on Identification 2023, citizens can integrate into the ID card information including the health insurance card, social insurance book, driver license, birth certificate, marriage certificate, or other documents as decided by the Prime Minister of the Government of Vietnam, except for the information on documents issued by the Ministry of National Defense.
The use of information that has been integrated into the ID card has the same value as the provision of information or the use of documents containing that information in carrying out administrative procedures, public services, transactions, and other activities.
Thus, from July 01, 2024, citizens who have integrated information such as the health insurance card, social insurance book, driver license, birth certificate, and marriage certificate into their ID cards can use the ID card instead of the health insurance card, social insurance book, driver license, birth certificate when performing administrative procedures, public services, transactions, and other activities.
The exploitation of integrated information that is encrypted in the ID card is regulated as follows:
- Using specialized equipment to retrieve the integrated information in the encrypted storage part of the ID card;
- Using information on the ID card through specialized equipment to extract, retrieve integrated information through the National Database on Population and the electronic identification and authentication system;
- State agencies, political organizations, political-social organizations are allowed to exploit the integrated information encrypted in the ID card to perform their assigned functions and duties;
- Organizations and individuals can retrieve the integrated information encrypted in a citizen's ID card with the consent of that citizen.

What information is printed on the ID card in Vietnam?
According to the provisions of Article 18 of the Law on Identification 2023:
Content shown on the ID card
1. The ID card contains information printed on the card and information stored in the encrypted storage part.
2. Information printed on the ID card includes:
a) The national emblem of the Socialist Republic of Vietnam;
b) The phrase “Socialist Republic of Vietnam, Independence - Freedom - Happiness”;
c) The word “IDENTIFICATION”;
d) Face photograph;
dd) Personal identification number;
e) Full name at birth;
g) Date of birth;
h) Gender;
i) Place of birth registration;
k) Nationality;
l) Place of residence;
m) Date of issue; expiry date;
n) Issuing authority: Ministry of Public Security.
3. Information encrypted and stored in the storage part of the ID card includes information about the face photograph, fingerprints, iris of the citizen, information specified from Clauses 1 to 18 of Article 9, Clause 2 of Article 15, and Clause 2 of Article 22 of this Law.
4. The Minister of Public Security stipulates the format, other languages, shape, size, material of the ID card; encryption of the information in the storage part of the ID card; content shown on the ID card regarding place of residence and cases where the information specified in Clauses 2 and 3 of this Article is not available or cannot be fully obtained.
Thus, the information printed on the ID card includes:
- The national emblem of the Socialist Republic of Vietnam;
- The phrase "Socialist Republic of Vietnam, Independence - Freedom - Happiness";
- The word "IDENTIFICATION";
- Face photograph;
- Personal identification number;
- Full name at birth;
- Date of birth;
- Gender;
- Place of birth registration;
- Nationality;
- Place of residence;
- Date of issue; expiry date;
- Issuing authority: Ministry of Public Security.
What is the age for ID card issuance in Vietnam?
According to the provisions of Article 19 of the Law on Identification 2023:
Persons eligible for ID card issuance
1. Persons eligible for ID card issuance are Vietnamese citizens.
2. Vietnamese citizens aged 14 and above must proceed with the ID card issuance procedures.
3. Vietnamese citizens under 14 can be issued an ID card upon request.
Additionally, according to the provisions of Article 21 of the Law on Identification 2023:
Age for ID card renewal
1. Vietnamese citizens who have been issued an ID card must proceed with ID card renewal procedures when they turn 14, 25, 40, and 60 years old.
2. ID cards issued, renewed, or reissued within 2 years before the age specified for ID card renewal in Clause 1 of this Article are valid until the next age specified for ID card renewal.
Thus, based on the above regulations, the ages for ID card issuance are as follows:
- Vietnamese citizens aged 14 and above must proceed with ID card issuance procedures.
Additionally, Vietnamese citizens who have been issued an ID card must proceed with ID card renewal procedures when they turn 14, 25, 40, and 60 years old.
ID cards that have been issued, renewed, or reissued within 2 years before the age specified for ID card renewal above are valid until the next age specified for ID card renewal.
Moreover, Vietnamese citizens under 14 can be issued an ID card upon request.
The Law on Identification 2023 takes effect from July 01, 2024, except for the case specified in Clause 3 of Article 46 of the Law on Identification 2023 which takes effect from January 15, 2024.
