Circular 25/2023/TT-BCT issued on November 30, 2023, regulates the official numbers for officials working at Market Management agencies at all levels.
Article 3 of Circular 25/2023/TT-BCT stipulates the official numbers for officials working at Market Management agencies as follows:
- The official number consists of two parts: the first part is the sign "TW" (for central Market Management agencies) or a code number (for provincial and municipal Market Management agencies under central management); the second part includes the letters "QLTT" and a natural number series (consisting of 03 digits) assigned to each official; the two parts are connected by a hyphen (-). The official number model is shown in the Appendix issued together with this Circular.
- Each official working at Market Management agencies is assigned an official number, which is also the number recorded on the Market Management badge and the official's Market Inspection Card.
- The Director General of the General Department of Market Management is responsible for assisting the Minister of Industry and Trade in the unified management of official numbers for officials working at Market Management agencies at all levels according to the regulation in Circular 25/2023/TT-BCT.

Article 4 of Circular 25/2023/TT-BCT stipulates the procedures for issuing official numbers as follows:
Procedure for issuing official numbers
1. The application dossier for the issuance of an official number includes:
a) A written request for the issuance of an official number from the Market Management agency where the official is recruited, received, assigned, appointed, rotated, transferred on secondment (hereinafter collectively referred to as received);
b) One (1) authenticated copy of the decision to receive the official to work at the Market Management agency.
2. Issuing procedure:
a) Within 10 working days from the date the official is received to work at the central Market Management agency, the Personnel Organization Department of the General Department of Market Management shall compile a dossier requesting the issuance of an official number and submit it to the Director General of the General Department of Market Management for consideration and decision.
Within 15 working days from the date the official is received to work at provincial and municipal Market Management agencies under central management, the head of the provincial Market Management agency shall compile a dossier requesting the issuance of an official number for the unit's officials and submit it to the Director General of the General Department of Market Management for consideration and decision;
b) Within 15 working days from the date of receipt of a complete dossier, the Director General of the General Department of Market Management shall decide to issue an official number to the recommended official.

- A written request for the issuance of an official number from the Market Management agency where the official is recruited, received, assigned, appointed, rotated, transferred on secondment (hereinafter collectively referred to as received).
- One (1) authenticated copy of the decision to receive the official to work at the Market Management agency.
Under what circumstances will the official number for officials working at Market Management agencies be revoked from January 20, 2024?
Article 5 of Circular 25/2023/TT-BCT stipulates the circumstances for revoking the official number for officials working at Market Management agencies from January 20, 2024:
Revoking official numbers
1. The official number shall be revoked in the following cases:
a) The official is transferred to another Market Management agency or another agency or organization.
b) The official retires, resigns, is dismissed or in other cases no longer works at Market Management agencies at all levels.
2. Within 15 working days from the date the competent authority issues a decision or confirmation document regarding an official subject to the provisions in Clause 1 of this Article, the Director General of the General Department of Market Management shall decide to revoke the official number.
3. Officials subject to the provisions in Clause 1 of this Article are not allowed to use the official number from the effective date of the decision or confirmation document of the competent authority.
The official number shall be revoked in the following cases:
- The official is transferred to another Market Management agency or another agency or organization.
- The official retires, resigns, is dismissed or in other cases no longer works at Market Management agencies at all levels.
Circular 25/2023/TT-BCT takes effect from January 20, 2024.
