From January 1, 2025, is it true that when crossing the streets in Vietnam, pedestrians must signal with their hands as specified in the Law on Road Traffic Order and Safety?
Pursuant to Clause 1, Article 30 of the Law on Road Traffic Order and Safety 2024, pedestrians participating in traffic in Vietnam must comply with the following regulations:
- He/she must walk on sidewalks, roadside, or roads designated for pedestrians; in case there are no sidewalks, roadside, or roads designated for pedestrians, pedestrians must walk close to the right edge of the road in their direction;
- He/she must only cross the road at places with traffic signals, road markings, or pedestrian bridges, underground passages for pedestrians and must follow the instructions and road signals. In the absence of traffic signals, road markings, pedestrian bridges, or underground passages for pedestrians, they must observe incoming vehicles and only cross when it is safe, and they must signal with their hands when crossing;
- He/she is not allowed to climb over dividers, cling to or ride on moving road vehicles; when carrying bulky items, pedestrians must ensure safety and not obstruct individuals and vehicles participating in traffic.
NOTE:
Children, pregnant women, the elderly, disabled persons, individuals with no legal capacity participating in traffic are regulated as follows:
- Children under 07 years old must be accompanied by an adult when crossing the road;
- Disabled individuals using motorized or non-motorized wheelchairs must travel on sidewalks, roadside, and places with markings for pedestrians and rudimentary vehicles;
- Visually impaired individuals on the road must have a guide or a tool to signal others of their impairment;
- Individuals with no legal capacity must be accompanied when on the road;
- Everyone is responsible for assisting children under 07 years old, pregnant women, the elderly, disabled persons, and individuals with no legal capacity when crossing the road.

What are the rules for maintaining road traffic order and safety in Vietnam?
Pursuant to Article 3 of the Law on Road Traffic Order and Safety 2024, the rules for maintaining road traffic order and safety in Vietnam are as follows:
- Comply with the Constitution, Vietnamese law, and international treaties to which the Socialist Republic of Vietnam is a party.
- Ensure road traffic is orderly, safe, and smooth, contributing to socio-economic development, national defense, security, and environmental protection;
Prevent violations of road traffic order and safety, traffic accidents, and congestion;
Protect the lives, health, and property of individuals and the property of agencies and organizations.
- Ensuring road traffic order and safety is the responsibility of agencies, organizations, and individuals.
- Road traffic participants must comply with the regulations of the law on road traffic order and safety and other related laws, having the responsibility to ensure their own safety and that of others.
- All acts violating Law on Road Traffic Order and Safetys must be promptly detected, prevented, and strictly handled according to legal regulations.
- Activities to ensure road traffic order and safety must be public, transparent, and convenient for the public.
- The task of ensuring road traffic order and safety is carried out consistently based on the assignment and decentralization, suitable to the functions, duties, and close cooperation among relevant agencies, organizations, and individuals.
What are the regulations on road traffic signals in Vietnam?

a) Green light means go; in case a pedestrian or a disabled person in a wheelchair is on the road, the vehicle operator must slow down or stop to give way to the pedestrian or disabled person in the wheelchair crossing the road;
b) Yellow light means stop before the stop line; in case already on or past the stop line when the yellow light appears, they can continue; in case of a flashing yellow light, the vehicle operator may proceed but must observe, slow down or stop to give way to pedestrians, disabled persons in wheelchairs crossing the road or other vehicles;

In the case of a pedestrian or disabled person in a wheelchair being on the road, the vehicle operator must slow down or stop to give way to the pedestrian or disabled person in the wheelchair crossing the road;

The Law on Road Traffic Order and Safety 2024 takes effect in Vietnam from January 1, 2025, with Clause 3, Article 10 of the Law on Road Traffic Order and Safety 2024 taking effect in Vietnam from January 1, 2026.
