Pursuant to Article 33 of the Law on Emulation and Commendation 2022 stipulates as follows:
“Article 33. Medals
1. Orders to be presented to collectives with many achievements; conferred or posthumously awarded to individuals with meritorious services, achievements or long history of dedication in agencies, organizations or units.
2. Medals include:
a) “Golden Star Order”;
b) “Ho Chi Minh Order”;
c) “Independence Order” first class, second class, third class;
d) "Military Order of Merit", first class, second class, third class;
dd) "Labor Medal" first, second and third class;
e) “Fatherland Defense Order” first class, second class, third class;
g) First, second, and third class "Military Medal";
h) “Order of Great National Unity”;
i) “Order of Courage”;
k) “Order of Friendship”.”
Accordingly, there are a total of 10 types of medals, which are used to present to groups with achievements, individuals with meritorious services or long-term contributions in agencies, organizations and units.

What criteria does an individual achieve to be able to receive the highest honor in Vietnam?
Pursuant to Article 34 of the Law on Emulation and Commendation 2022 stipulates as follows:
“Article 34. “Golden Star Order”
1. “Golden Star Order” is the highest honor of the Socialist Republic of Vietnam.
2. “Golden Star Order” to be conferred or posthumously conferred on individuals who well observe the guidelines of the Party, policies and laws of the State and meet one of the following criteria:
a) Having many great and especially outstanding merits in the revolutionary cause of the Party and the nation;
b) Having many great, especially outstanding merits for the country in one of the fields of politics, economy, society, culture, art, science, technology, national defense, security, foreign affairs or other fields.
3. “Golden Star Order” to be presented to ministries, departments, branches, provinces and agencies of the National Assembly meeting the following criteria:
a) Having been awarded the “Ho Chi Minh Order” and then having continuously for 25 years or more up to the time of request, having achieved many particularly outstanding achievements, having a wide range of influence and having new factors to destroy; for the whole country to study;
b) Having a long tradition and great merits in the revolutionary cause of the Party and the nation; internal solidarity; Party organization and unions are clean and strong.
4. The "Golden Star Order" to be presented to military zones, corps, armed services, general services and the equivalent under the Ministry of National Defense, the force system in the People's Public Security, the General Department and the equivalent under the Ministry, departments and branches that meet the following standards:
a) Having been awarded the “Ho Chi Minh Order” and then having continuously for 25 years or more up to the time of request, having achieved many particularly outstanding achievements, having a wide range of influence and having new factors to destroy; for the whole country to study;
b) Having a long tradition and great merits in the revolutionary cause of the Party and the nation; internal solidarity; Party organization and unions are clean and strong.
5. The next time the collective has been awarded the "Ho Chi Minh Medal", the time and criteria for applying for the "Golden Star Medal" shall be counted from the time of being awarded the last "Ho Chi Minh Order".
6. The "Golden Star Order" to be presented to foreign heads of state who has made great contributions to the Socialist Republic of Vietnam is recognized and recommended by ministries, departments and agencies.
7. The Government shall detail the subjects and criteria for commendation of the “Golden Star Order” for the cases specified at Point a, Clause 2 of this Article.”
Accordingly, the Gold Star Medal in Vietnam is the highest honor in our country. Individuals must adhere to the guidelines of the Party, policies and laws of the State and meet one of the two criteria specified above in order to be conferred or posthumously confer the Gold Star Medal in Vietnam.
Who will be awarded the Ho Chi Minh Medal in the near future?
Pursuant to Article 35 of the Law on Emulation and Commendation 2022 stipulates as follows:
“Article 35. “Ho Chi Minh Order”
1. The “Ho Chi Minh Order” shall be conferred or posthumously awarded to individuals who well observe the guidelines of the Party, policies and laws of the State and meet one of the following criteria:
a) Having great and especially outstanding merits in the revolutionary cause of the Party and the nation;
b) Having many particularly outstanding achievements, having influence and setting an example nationwide in one of the fields of politics, economy, society, culture, art, science, technology, and national culture. defense, security, foreign affairs or other field.
2. The “Ho Chi Minh Order” to be presented to ministries, departments, branches, provinces and agencies of the National Assembly meeting the following criteria:
a) Having been awarded the First-class “Independence Order” or the First-class “Military Merit Medal” and then have continuously for 10 years or more up to the time of request for making particularly outstanding achievements, with a scope of: wide influence and new factors typical for the whole country to learn;
b) Having a long tradition and great merits in the revolutionary cause of the Party and the nation; internal solidarity; Party organization and unions are clean and strong.
3. The "Ho Chi Minh Order" to be presented to military zones, corps, armed services, armed services, general departments and the equivalent under the Ministry of National Defense, force systems in the People's Public Security, the General Department and the equivalent under the Ministry , departments and branches meet the following standards:

The collective has been awarded the “Ho Chi Minh Order” and then has continuously for 15 years or more up to the time of request, has achieved many outstanding achievements; internal solidarity; If party organizations and mass organizations are clean and strong, they will be considered and awarded the "Ho Chi Minh Order" next time. During that time, if they are awarded the First-class "Independence Order" or the First-class "Military Medal", the criteria for conferring the next "Ho Chi Minh Order" shall comply with the provisions of Clause 3 of this Article. .
5. The "Ho Chi Minh Order" to be presented to foreigners who have made great contributions to the Socialist Republic of Vietnam is recognized and recommended by ministries, departments and branches.
6. The Government shall detail the subjects and criteria for commendation of the “Ho Chi Minh Order” for the cases specified at Point a, Clause 1 of this Article.”
Accordingly, the donation or posthumous conferment of the Ho Chi Minh Medal shall comply with the above provisions.
The Law on Emulation and Commendation 2022 will take effect from January 1, 2024.
