What are the salary tables applicable to public employees in Vietnam from January 1, 2024 to June 30, 2024?

Recently, the Chairman of the National Assembly signed Resolution 104/2023/QH15 on State Budget Estimates for 2024.

Accordingly, Resolution 104/2023/QH15 mentions that overall salary policy reform will be implemented according to Resolution 27-NQ/TW in 2018.

Thus, before this period of time (from January 1, 2024 to June 30, 2024), salaries applicable to public employees are still calculated according to current regulations (based on statutory pay rate and multiplier).

Based on Table 3 issued together with Decree 204/2004/ND-CP regulating multiplier of public employees working in state service units.

The current statutory pay rate is: 1,800,000 VND/month (According to Decree 24/2023/ND-CP)

The formula to calculate salary applicable to public employees is calculated as follows:

From July 1, 2024, how much does salary applicable to public employees increase after the salary reform in Vietnam?

(1) Increase 32% from July 1, 2024:

According to information from the e-portal of Ministry of Home Affairs, the National Assembly voted to pass a Resolution on the state budget estimate for 2024, including content on implementing salary policy from July 1, 2024.

Accordingly, notably, the new salary policy will stipulate that the minimum salary of the public sector is equal to the average region-based minimum salary of the corporate sector.

Currently, salaries in the corporate sector are divided into 4 regions:

- Region 1 is 4.68 million VND/month;

- Region 2 is 4.16 million VND/month;

- Region 3 is 3.64 million VND/month

- Region 4 is 3.25 million VND/month.

Thus, the average minimum salary salary of the corporate sector today is more than 3.9 million VND.

In addition, the new salary policy also expands the salary relationship from the current 1 - 2.34 - 10 to 1 - 2.68 - 12.

From here, the maximum salary of officials and public employees corresponding to level 3 of senior experts (salary tables of ministers) is also expanded from a factor of 10 to 12. Therefore, the new maximum salary of officials, public employees are expected to far exceed the current figure of 18 million VND.

In addition to this basic salary, the new salary regime also rearranges allowances accounting for a maximum of 30% of the total salary budget (in some cases 30% higher or lower than 30%) and 10% bonus.

Thus, if including basic salary, allowances and bonuses, the average salary of officials and public employees after implementing salary reform increased by more than 32% compared to the average income of salaried workers. (7.5 million VND/month).

(2) Increase 7% from 2025:

At the 6th Session of the 15th National Assembly, the Prime Minister said that from 2025 onwards, continue to adjust salaries to increase by an average of 7%/year for officials, public employees, and the armed forces until the end of the year. The minimum salary is equal to or higher than the highest region-based minimum salary of the enterprise sector.

That is, after implementing salary reform with new salary tables with increased salaries compared to the current ones, officials and public employees still receive an average increase in salary of 7% every year.

Thus, from 2025 onwards, the salaries of public employees will increase by an average of 7%/year until the minimum salary is equal to or higher than the highest region-based minimum salary of the corporate sector.

*Note:

- The 32% increase is an increase compared to the average income of salaried workers, not the 32% increase in the salary of public employees.

- The above increases are average increases and this does not mean that all official public employees' salaries are increased at 32% and 7%.

- The specific increase will depend on the position and professional title of public employees in the new salary tables.

From July 1, 2024: What are 02 new salary tables of public employees after the salary reform in Vietnam?

In the spirit of Resolution 27-NQ/TW in 2018, when implementing official salary reform, public employees will have 02 new salary tables develloped according to job position, title and leadership position to replace the current salary tables; Change the old salary to the new salary, ensuring it is not lower than the current salary.

However, currently there is no official information or documents about the 02 new official salary tables specific to the salaries that officials and public employees will receive when implementing salary reform from July 1, 2024.

Although there is no official salary table when implementing salary reform from July 1, 2024, specifically applying to officials and public employees, according to the spirit of Resolution 27-NQ/TW in 2018, there are 02 salary tables for officials, public employees will be developed based on the following principles:

Salary table 01: position salary tables apply to officials and public employees holding leadership positions (elected and appointed) in the political system from central to commune level.

- Position salary must reflect rank in the political system; If a person holds a leadership position, he or she will receive a salary according to that position. If a person holds many positions, he or she will receive the highest salary for the position; Persons holding equivalent leadership positions will receive the same salary; The position salary of a superior leader must be higher than the position salary of a subordinate leader;

- Specify a salary level for each equivalent position; Do not classify ministries, branches, departments, committees and equivalents at the Central level when building salary tables for positions at the Central level; does not differentiate between different salary levels for the same leadership position according to the classification of local administrative units, but is implemented through allowances. The classification of equivalent leadership positions in the political system to design position salary tables is decided by the Politburo after reporting to the Central Executive Committee.

Salary table 02: professional and professional salary tables according to officer rank and professional title public employees apply generally to officials, public employees who do not hold leadership positions.

- Each official rank and professional title of public employees has many salary levels according to the principle: Same level of job complexity means the same salary; Working conditions are higher than normal and job incentives are implemented through job-based allowances; Rearrange the rank groups and number of ranks in officer ranks and public employee occupational titles, encourage officials and public employees to improve their professional qualifications and skills.

- Appointment to the rank of officer or professional title of public employees must be linked to the job position and structure of the rank of officer, professional title of public employees made by the agency, organization, or unit managing the officials or public employees.
