Pursuant to Article 63 of the Law on Emulation and Commendation 2022 stipulates as follows:
“Article 63. Title “Hero of Labor”
1. The title "Hero of Labor" shall be conferred or posthumously awarded to individuals who meet the following criteria:
a) Absolutely loyal to the Fatherland; well observe the guidelines of the Party, policies and laws of the State; have a strong political will, a high sense of responsibility, effort, overcoming difficulties, dedication to the work; need, thrift, integrity, righteousness, justice and impartiality; have good moral qualities, a healthy lifestyle, uphold the spirit of solidarity and cooperation; being exemplary in all respects;
b) Having a creative labor spirit, achieving high labor productivity, quality and efficiency, making exceptionally outstanding achievements for the sake of a rich people, strong country, democracy, justice and civilization;
c) Make important contributions to the development of the unit, locality, industry and country for a period of 10 years or more, and be honored by the collective;
d) Having many achievements in the research and application of scientific, technical and new technological advances, initiatives, scientific research works, works of special value that bring high efficiency in the field of science and technology. nationwide;
d) Having great merit in fostering and training colleagues and the young generation, in providing technical guidance, technology transfer, production and business experience.

3. In addition to the cases specified in Clauses 1 and 2 of this Article, the title of "Labor Hero" shall also be conferred or posthumously conferred on individuals who meet the criteria specified at Point a, Clause 1 of this Article, or conferred on collectives. able to meet the standards specified at Points dd and e, Clause 2 of this Article, and have exceptionally outstanding achievements in national construction and defense.”
Accordingly, individuals or collectives must meet all the appropriate standards and conditions as prescribed above to be awarded the title of Hero of Labor.

Pursuant to Article 64 of the Law on Emulation and Commendation 2022 stipulates as follows:
“Article 64. Title “People’s Teacher”, “Excellent Teacher”
1. The title "People's Teacher", "Excellent Teacher" shall be given to individuals including teachers, educational administrators, and educational researchers.
2. The title "People's Teacher" shall be conferred on an individual specified in Clause 1 of this Article who has been awarded the title of "Excellent Teacher" and meets the following criteria:
a) Loyalty to the Fatherland; well observe the guidelines of the Party, policies and laws of the State;
b) Having good moral qualities, being dedicated to the profession, loving students, having excellent pedagogical talents, making great contributions to the cause of education, having a wide influence in the industry and in society, studying respected role, colleagues and People;
c) Having directly raised or taught for 20 years or more; For education managers and education researchers, they must have worked in the industry for 25 years or more, of which 15 years or more have been directly raised and taught.
3. The title "Excellent Teacher" shall be conferred on individuals specified in Clause 1 of this Article who meet the following criteria:
a) Loyalty to the Fatherland; well observe the guidelines of the Party, policies and laws of the State;
b) Having good moral qualities, being dedicated to the profession, loving students, having pedagogical talents, having merits in the cause of education, being respected by students, colleagues and the People;
c) Having directly raised or taught for 15 years or more; For education managers and educational researchers, they must have worked in the industry for 20 years or more, of which 10 years or more have been directly raised and taught.
4. Working time in border areas, at sea, on islands and in areas with extremely difficult socio-economic conditions according to the Government's regulations may be multiplied by a factor of 02 when calculating working time for consideration. awarded the title "People's Teacher", "Excellent Teacher".
5. The title "People's Teacher", "Excellent Teacher" is considered and awarded every 3 years on the occasion of Vietnam Teachers' Day.
6. The Government shall detail this Article.”
Accordingly, individuals including teachers, education administrators, and educational researchers must meet the appropriate conditions as prescribed above in order to be considered for the title of People's Teacher, Distinguished Teacher.
Doctors and pharmacists with more than 20 years of direct time in professional and technical work in the medical industry will be awarded the title of People's Doctor?
Pursuant to Article 65 of the Law on Emulation and Commendation 2022 stipulates as follows:
“Article 65. Title “People’s Doctor”, “Excellent Doctor”
1. The title "People's Doctor", "Excellent Doctor" shall be conferred on individuals including doctors, pharmacists, medical doctors, nurses, medical technicians, midwives, herbalists, herbalists and medical administrators.
2. The title of "People's Doctor" shall be conferred on an individual specified in Clause 1 of this Article who has been conferred the title of "Excellent Doctor" who meets the following criteria:
a) Loyalty to the Fatherland; well observe the guidelines of the Party, policies and laws of the State;
b) Having good moral qualities, being dedicated to the profession, wholeheartedly loving the patient, having talent and having many outstanding achievements in disease prevention and treatment, scientific and technical development in medicine, much dedication to the cause of protecting, caring for and improving the People's health, having a wide influence among the People, being trusted and respected by patients and colleagues;
c) Having directly worked as a technician in the health sector for 20 years or more; for health managers, they must have worked in the health sector for 25 years or more, of which 15 years or more directly worked in the health sector.

5. The title "People's Doctor", "Excellent Doctor" is considered and awarded and announced every 3 years on the occasion of Vietnam Doctor's Day.
6. The Government shall detail this Article.”
Accordingly, for each title of People's Doctor, Excellent Doctor, there will be appropriate standards and conditions as prescribed above.
The Law on Emulation and Commendation 2022 will take effect from January 1, 2024.
