From August 15, 2023, how will car license plates won at auction be managed after vehicle registration?
What does the dossier for registration and issuance of license plates for cars won at auction include?
On July 1, 2023, the Ministry of Public Security issued Circular 24/2023/TT-BCA regulating the issuance, withdrawal of registration, and license plates of motor vehicles.
Based on Article 27 of Circular 24/2023/TT-BCA, the dossier for registration and issuance of license plates for cars won at auction is stipulated as follows:
For unregistered vehicles
- Documents required for vehicle registration include:
+ Vehicle registration application form.
+ Documents of the vehicle owner.
+ Documents of the vehicle.
- Certificate of the license plate won at auction issued by the Traffic Police Department, still valid;
If expired, an additional renewal certificate issued by the Traffic Police Department is required.
For registered vehicles owned by the organization or individual who won the auction
- Vehicle registration application form;
- Vehicle registration certificate and license plate;
If the agency processing the registration and issuance of license plates for the car won at auction is different from the agency managing the previously registered vehicle documents of the organization or individual who won the auction, the vehicle owner must complete the withdrawal procedures for the registered vehicle;
- Certificate of the license plate won at auction issued by the Traffic Police Department, still valid;
If expired, an additional renewal certificate issued by the Traffic Police Department is required.
For vehicles transferred under the ownership of another organization or individual
- Vehicle registration application form;
- Documents of ownership transfer as prescribed
- Evidence of payment of registration fees as prescribed;
- Certificate of the withdrawal of registration and license plate;
- Certificate of the license plate won at auction issued by the Traffic Police Department, still valid;
If expired, an additional renewal certificate issued by the Traffic Police Department is required.

Latest procedures for registering cars won at auction in 2023
Based on Article 28 of Circular 24/2023/TT-BCA, the procedures for vehicle registration are stipulated as follows:
Organizations or individuals who have won a car license plate at auction shall register the vehicle as follows:
Step 1: Fill out the vehicle registration application form as prescribed.
Step 2: Bring the car to the Traffic Police Office where the headquarters or residence is located or the Traffic Police Office managing the auctioned license plate for inspection of the vehicle;
Step 3: After the vehicle registration officer inspects the vehicle documents and the actual vehicle, if found to be valid, the vehicle registration authority shall issue the auctioned license plate;
+ Receive an appointment slip for the vehicle registration results, and pay the vehicle registration fee as prescribed;
+ If the vehicle owner wishes to receive the registration results via public postal services, register with the public postal service provider;
Step 4: Receive the vehicle registration results at the vehicle registration authority or from the public postal service provider.
Case of transferring vehicle ownership without accompanying the auctioned license plate
Step 1: The vehicle owner submits the dossier and completes the withdrawal procedures as prescribed.
Step 2: The organization or individual receiving the transfer of vehicle ownership submits the dossier and completes the procedures for registering the vehicle ownership transfer as prescribed.
Case of transferring vehicle ownership along with the auctioned license plate
Step 1: The vehicle owner submits the dossier and completes the withdrawal procedures as prescribed.
Step 2: The vehicle owner does not have to return the auctioned license plate but must submit a copy of the document transferring vehicle ownership and present the original for comparison.
Step 3: The organization or individual receiving the transfer of vehicle ownership submits the dossier and completes the procedures for registering the vehicle ownership transfer as prescribed.
Note: Organizations or individuals who have received the transfer of vehicle ownership along with the auctioned license plate are not allowed to continue transferring vehicle ownership along with the auctioned license plate to other organizations or individuals; they are allowed to transfer vehicle ownership as per the law.
From August 15, 2023, how are auctioned license plates managed after vehicle registration?
Based on Article 29 of Circular 24/2023/TT-BCA, the management of auctioned car license plates after registration is stipulated as follows:
- During use, if the vehicle registration certificate, license plate is damaged, lost, or when modifying the vehicle, changing the paint color, the owner must complete the procedures for re-issuance or exchange at the vehicle registration authority where the vehicle was registered and issued the license plate as prescribed.
- When moving the headquarters or residence to another province or city directly under the Central Government, the vehicle owner must follow the procedures for withdrawal and vehicle registration as prescribed.
Note: Circular 24/2023/TT-BCA takes effect from August 15, 2023.
