Pursuant to Article 5 of Circular 46/2017/TT-BTTTT (some regulations are invalidated by point c, clause 2, Article 11 of Circular 03/2021/TT-BTTTT) stipulating responsibilities, tasks and standards for Class III sounders as follows:
“Article 5. Class III audiophiles”
1. Mission:
- Deploy and organize the performance of sound and sound recording for film genres as assigned by the professional title of upper-class sounder;
- Perform sound recording, music selection, dubbing, mixing according to the proposed production process;
- Uncomplicated sound mixing for movie genres;
- Calibrate the technical equipment system before implementing the program to ensure the required quality;
- Exploiting the technical system to ensure effective sound quality in terms of sound space, program sound and sound quality;
- Proficiently use and maintain assigned technical equipment according to the program production process.
2. Standards of training and retraining qualifications:
a) Having a university degree in electronics and telecommunications, sound, electrophony, radio or higher;
b) Having a computer skill that meets basic information technology skills standards as prescribed in Circular No. 03/2014/TT-BTTTT ;
c) Having foreign language proficiency level 2 (A2) as prescribed in Circular No. 01/2014/TT-BGDĐT;
d) Having a certificate of standard training for the title of Class III Sounder.
3. Standards of professional competence:
a) Firmly grasp the lines, guidelines and policies of the Party and the State's laws on specialized fields; new achievements, important events of political, economic and social life;
b) Proficient in specialized skills;
Accordingly, the current title of Grade III audiologist must have a level 2 foreign language and computer skills that meet the standards of basic information technology skills as prescribed above. In addition, class III audiophiles must be proficient in specialized professions.

Pursuant to Clause 3, Article 1 of Circular 07/2022/TT-BTTTT has amended a number of regulations on standards for the title of Class III audiophile as follows:
“Article 1. Amending and supplementing a number of articles of Circular No. 46/2017/TTBTTTT dated December 29, 2017 of the Minister of Information and Communications stipulating standards for professional titles of sound public employees, broadcaster, editing technique, cinematographer in the field of information and communication

3. Article 5 is amended to Clause 2, Clause 3, and Clause 4 is added as follows:
"2. Standards of training and retraining
a) Having a university degree or higher majoring in audio, electronics - telecommunications;
b) Having a certificate of training according to the standards of professional titles of public employees in the sound industry.
3. Standards of professional and professional competence
a) Firmly grasp the lines, guidelines and policies of the Party and the State's laws on specialized fields;
b) Understanding of sound, grasping principles of combination between types of sounds, between sound and image or with performing arts;
c) Having basic information technology skills, using foreign languages or ethnic minority languages as required by the job position.”
Accordingly, in the near future, officials holding the title of Grade III audiologist will not be required to have a Level 2 foreign language certificate as per current regulations. Instead, an officer holding the title of Class III audiologist only needs to be able to use foreign languages or ethnic minority languages as required by the job position.
In addition, according to the above regulations, officials holding the title of Class III sounder in Vietnam will not need to be proficient in specialized skills, but only need to have an understanding of sound, grasp the principle of combining between different types of sounds. , between sound and images or the performing arts.

Pursuant to Clause 4, Article 1 of Circular 07/2022/TT-BTTTT stipulating the requirements when taking exams or considering promotion to class III audiophiles in the near future as follows:
“Article 1. Amending and supplementing a number of articles of Circular No. 46/2017/TTBTTTT dated December 29, 2017 of the Minister of Information and Communications stipulating standards for professional titles of sound public employees, broadcaster, editing technique, cinematographer in the field of information and communication

3. Article 5 is amended to Clause 2, Clause 3, and Clause 4 is added as follows:
“4. Requirements for public officials participating in the exam or considering promotion to class III audiophiles
Having held the professional title of Class IV sounder or equivalent for at least 02 years (full 24 months) (excluding the probationary period or probationary period) for the case when recruiting with a college degree or higher. up, 03 years (full 36 months) (excluding the probationary period, probationary period) for the case when recruiting with an intermediate degree. If there is an equivalent time, at least 01 year (full 12 months) must hold the professional title of Class IV sounder by the end of the deadline for submitting the application for competition registration or consideration for promotion.”
Accordingly, only individuals who hold the professional title of Class IV sounder in Vietnam or equivalent for 02 years or more (for individuals who have a college degree or higher) or for 03 years or more. for individuals who have intermediate qualifications when recruiting, they may take the exam or be considered for promotion to a class III member.
In addition, individuals participating in the contest or considering promotion to class III audiophiles must also meet the requirements as mentioned above.
Circular 07/2022/TT-BTTTT will take effect from August 15, 2022.
