What are the standards for the rank of chief record-keeper according to current regulations in Vietnam?
According to Article 10 of Circular 2/2021/TT-BNV stipulating the standards for the rank of chief record-keeper as follows:
"Article 10. Rank of chief record-keeper
1. Responsibilities:
An official with the highest professional qualification in clerical work in administrative agencies and organizations from the district level upwards, is responsible for directing and organizing clerical activities of the agency, organizing or directly performing clerical tasks with high requirements on responsibility and confidentiality.
2. Tasks:
a) Participate in researching, proposing to develop and organize the implementation of programs, plans and management documents on clerical work according to their assigned competence;
b) Participate in the development and operation of the agency's electronic document management system; directly perform the duties of the agency's office as prescribed;
c) Participate in professional training and retraining activities in clerical work.
3. Standards of professional competence:
a) Firmly grasp the Party's guidelines, and the law on clerical work; have knowledge and skills in clerical work;
b) Be able to organize labor in clerical activities; proficiently use the electronic document management system;
c) Have skills in controlling the compliance with the correct form, process, procedures and authority to issue administrative documents as prescribed by law.
4. Standards of training and retraining qualifications:
Have a university degree or higher with a major in clerical - archival, archival studies. In case the university degree is in another major, a certificate of clerical training issued by a competent training institution is required.
5. Requirements for officials to take the promotion exam to the rank of chief record-keeper:
Have held the rank of record-keeper and equivalent for full 09 years or more (excluding the probationary period). If there is a period equivalent to the rank of record-keeper, the period of holding the rank of record-keeper must be at least 1 year (full 12 months) until the time limit for submitting the application for the rank promotion exam."

According to the provisions of Clause 7 Article 1 of Circular 06/2022/TT-BNV, amending and supplementing Clause 4, Article 10 of Circular 2/2021/TT-BNV as follows:
“4. Standards for training and retraining qualifications:
Have a university degree or higher with a major in clerical - archival, archival, archival and office administration. In case the university degree is in another major, a certificate of training in clerical skills issued by a competent training institution or a diploma from a college, intermediate level or major in clerical or administrative clerical - archival, archival is required."
What are the regulations on ranking salary for record-keepers in Vietnam?
According to Article 15 of Circular 2/2021/TT-BNV, stipulating the salary ranking of officials ranks, the regulations are as follows:
"Article 15. Salary rankings of officials specialized in record-keepers
- Officials who are appointed to the ranks of specialized officials specified in this Circular shall apply Table 2 promulgated together with Decree No. 204/2004/ND-CP, as follows:
+ The major record-keepers rank (code 02.006) applies the salary scale for officials grade A2, group 1 (A2.1), from pay rate 4.40 to pay rate 6.78;
+ The record-keepers rank (code 02.007) applies the salary scale of A1 officials, from pay rate 2.34 to pay rate 4.98;
+ The intermediate record-keepers rank (code 02.008) applies the salary scale for officials of grade B, from pay rate 1.86 to pay rate 4.06.
- If a officials with a college degree or higher is recruited into a job position requiring the corresponding officials rank, which is the rank of intermediate record-keeper, he/she shall be classified into rank 2 of the rank of intermediate record-keeper; If there is a probationary period, during the probationary period, they will be entitled to 85% of the level 2 salary of the intermediate record-keeper rank.
- The change of salary ranking for officials from the ranks of specialized officials currently held to the ranks of specialized officials specified in this Circular shall comply with the guidance in Clause 2, Section II of Circular No. 02/2007. /TT-BNV.
- For officials with college degrees, when recruiting, they have been ranked A0 officials according to the provisions of Decree No. 204/2004/ND-CP ), the salary ranking in the new corps is based on the working time with compulsory social insurance payment according to the salary scale and table prescribed by the State (after deducting the probationary period according to the regulations of the rank) as follows:
- Calculated from rank 2 of the rank of intermediate record-keeper, every 2 years (full 24 months) to is ranked up to 01 salary rank (if there is a break but not yet enjoying the social insurance regime, it will be accumulated).
+ If there is a year in which the assigned tasks are not completed or disciplined during the working period, the regular salary increase regime will be extended according to regulations.
- After transferring salary to the rank of intermediate-level record-keeper, if the pay rate ranked in the intermediate record-keeper level plus the extra-seniority allowance (if any) is lower than the pay rate already enjoyed in the old rank, then are entitled to a reserve differential coefficient equal to the pay rate (including over-the-frame seniority allowance, if any) currently enjoying at the old rank.
+ This reserve differential coefficient is enjoyed during the time the officials rank salary at the intermediate record-keeper rank.
+ After that, if the official is promoted to rank, this reserve difference coefficient may be added to the pay rate (including over-the-frame seniority allowance, if any) in order to rank the salary into the appointed title when it is raised quota and stop enjoying the reserved differential coefficient from the date of receiving salary in the new rank."
Circular 06/2022/TT-BNV takes effect from August 15, 2022.
