What are the professional standards and training qualifications of Grade I librarians in Vietnam?
According to Article 4 of Circular 02/2022/TT-BVHTTDL regulating Grade I librarians - Code: V.10.02.30
- Duties:
+ Preside over the prime responsibility for formulating long-term, medium-term and annual operation plans, plans to develop reading culture of the unit and organize the implementation after being approved;
+ Preside over the research and application of achievements of science, technology, digital transformation in library activities;
+ Preside over the prime responsibility for organizing professional and library activities in accordance with the law and other activities to promote the development of reading culture;
+ Preside over the prime responsibility for building or perfecting the system of national databases, national bibliographic information, national and international consortium table of contents;
+ Preside over the development or completion of library professional processes;
+ Preside over or participate in the development of national standards in library activities;
+ Participate in the development of legal documents, guidelines, policies and strategies for library development and reading culture;
+ Develop program content, compile documents and organize training and professional guidance for lower-Grade librarians.
- Standards of training and retraining qualifications:
+ Possess a master's degree or above, majoring in information - library. In case have a master's degree or higher in another discipline, certificate of professional training in knowledge and skills in the information-library major, granted by a competent agency or organization are required;
+ Possess a certificate of standardization of professional titles of library officers.
- Standards of professional and professional competence:
+ Firmly grasp the guidelines and guidelines of the Party, policies and laws of the State, development strategy on library and reading culture;
+ Have in-depth knowledge of library operations;
+ Be able to analyze, synthesize, systematize, propose and advise on the development of policies, laws, projects and programs on library activities;
+ Be able to organize and direct the research and application of scientific and technical advances to improve and raise the quality and efficiency of library work;
+ Have basic information technology skills, foreign languages or ethnic minority languages skills for officials working in ethnic minority areas according to job position requirements.

According to Article 4 of Circular 02/2022/TT-BVHTTDL regulating Grade I librarians - Code: V.10.02.30
- Requirements for public employees to take the exam or consider for professional title rank promotion of a Grade I librarian:
+ Have worked as a librarian of Grade II or equivalent for a full 06 years or more. In case of equivalent positions, he/she must hold the title of Grade II librarian at least 01 year (full 12 months) by the last date for submitting the application to take the exam or consider for professional title rank promotion;
+ During the time of holding the professional title of a Grade II librarian or equivalent, he/she has presided over the research and development of at least 02 topics, schemes, projects, scientific research programs at ministerial or branch level in The library field has been accepted, approved by the competent authority, or presided over the development and completion of the system of national databases, national bibliographic information, and national and international joint catalogs.
What are the regulations for ranking and grading salaries of professional titles for librarians in Vietnam?
According to Article 9 of Circular 02/2022/TT-BVHTTDL, the regulations on salary classification of professional titles for librarians are as follows:
"Article 9. Salary ranking
1. The professional titles of librarians specified in this Circular are applied in Table 3 (Professional and professional salary table for officials and public employees in non-business units of the State) promulgated together with Decree 204/2004/ND-CP dated December 14, 2004 of the Government on the salary regime for officials, public employees and armed forces, specifically as follows:
a) The professional title of Grade I librarian may apply the quota of a A3 and group 2 (A3.2) public employees, from the pay rate of 5.75 to the pay rate of 7.55;
b) The professional title of a Grade II librarian may apply the quota of public employees of Grade A2, group 2 (A2.2), from pay rate of 4.00 to pay rate of 6.38;
c) The professional title of a Grade III Librarian may apply the quota of a Grade A1 public employee, from pay rate of 2.34 to pay rate of 4.98;
d) The professional title of a Grade IV librarian may apply the quota of a Grade B public employee, from pay rate of 1.86 to pay rate of 4.06.
2. After the probationary period expires and is decided by the competent authority managing public employees to appoint the professional title of the librarians, the salary grade shall be ranked according to the appointed professional title. duties as follows:
a) In case when recruiting public employees with doctoral training, suitable to the job position recruited, appointed to the professional title of Grade III Librarian: rank 3rd, pay rate 3.00 , the rank of public employees of the Al category;
b) In case when recruiting public employees with a master's degree, suitable for the job position to be recruited, appointed to the professional title of Grade III Librarian: rank 2, pay rate 2.67 , the rank of public employees of the Al category;
c) In case when recruiting public employees with appropriate university training, suitable to the job position recruited, appointed to the professional title of Grade III Librarian: rank 1, pay rate 2.34, the rank of public employees grade Al;
d) In case when recruiting public employees with college training qualifications, suitable to the job position recruited, appointed to the professional title of Grade IV librarian: rank 2nd, pay rate 2.06, the rank of public employees grade B;
dd) In case when recruiting public employees with appropriate intermediate training, suitable to the job position recruited, appointed to the professional title of librarian Grade IV: rank 1, pay rate 1.86, the rank of public employees grade B.
3. The change of salary arrangement for public employees from the professional title currently held to the professional title in the library industry specified in this Circular shall comply with the guidance in Section II of the Circular No. 02/2007/TT-BNV dated May 25, 2007 of the Minister of Home Affairs guiding salary grading when raising ranks, changing ranks, changing types of officials and public employees."
Circular 02/2022/TT-BVHTTDL takes effect from August 15, 2022.
