From August 1, 2024, what are the standards and conditions for considering the promotion of Grade 2 professional titles for cultural instructors in Vietnam?
Pursuant to Article 8 of Circular 02/2024/TT-BVHTTDL, the standards and conditions for considering the promotion to the title of Grade 2 Cultural Instructor, code V.10.07.22, are as follows:
A public employee is considered for promotion to the title of Grade 2 Cultural Instructor, code V.10.07.22, when they meet the provisions of Clause 1, Article 2 of Circular 02/2024/TT-BVHTTDL and the following standards and conditions:
(1) Currently holding the title of Grade 3 Cultural Instructor, code V.10.07.23.
(2) Meeting the standards of training, fostering, and requirements for the public employee considering the promotion to the title of Grade 2 Cultural Instructor, code V.10.07.22, as specified in Clauses 2 and 4, Article 7 of Circular 03/2022/TT-BVHTTDL.

Currently, what are the duties of a Grade 2 Cultural Instructor?
According to Clause 1, Article 7 of Circular 03/2022/TT-BVHTTDL, the duties of a Grade 2 Cultural Instructor are as follows:
(1) Presiding over the development of long-term, medium-term, and annual activity plans for assigned grassroots cultural professional activities and organizing their implementation after approval;
(2) Leading the compilation of propaganda materials and guiding the professional activities of assigned grassroots cultural activities;
(3) Developing plans, organizing, and guiding the public to participate in activities of grassroots cultural institutions (talent classes, club activities, interest groups, tours, ceremonies, performances, and other grassroots cultural activities);
(4) Leading the development and implementation of exemplary activity models and advanced working methods for the grassroots;
(5) Leading or participating in organizing public cultural and artistic activities on holidays, festivals, or important events; organizing and participating in special topic discussions, conferences, and professional performances within the assigned professional scope;
(6) Planning, organizing training, and guiding lower-level instructors in professional and technical skills.
Additionally, a public employee who applies for or is considered for promotion to the title of Grade 2 Cultural Instructor must meet the following requirements:
According to Clause 4, Article 7 of Circular 03/2022/TT-BVHTTDL, the requirements for a public employee who applies for or is considered for promotion to the title of Grade 2 Cultural Instructor are specified as follows:
Have held the title of Grade 3 Cultural Instructor or equivalent for at least 09 years (excluding probationary and trial periods). In cases of equivalent time, there must be at least 01 year (12 months) of holding the title of Grade 3 Cultural Instructor up to the deadline for submitting the application for examination or promotion consideration.
Note: Circular 02/2024/TT-BVHTTDL stipulates the standards and conditions for considering the promotion of public employees in the fields of library, cultural heritage, grassroots culture, cultural propagandists, fine arts, performing arts, and cinema, effective from August 1, 2024.
Circular 03/2023/TT-BVHTTDL stipulates the standards and conditions for examination or promotion; forms, contents, and criteria for determining successful candidates in the examination or promotion consideration for public employees in the fields of library, cultural heritage, grassroots culture, cultural propagandists, performing arts, cinema, and fine arts, effective until Circular 02/2024/TT-BVHTTDL takes effect.
What are the training, refresher training, and professional standards of a Grade 2 Cultural Instructor in Vietnam?
According to Clause 2, Article 7 of Circular 03/2022/TT-BVHTTDL, the training and fostering standards of a Grade 2 Cultural Instructor are as follows:

2. Standards of Training and Fostering:
a) Hold a university degree or higher appropriate for grassroots culture;
b) Hold a certification for fostering the professional title standards of a cultural instructor.
Thus, the above are the two standards of training and fostering for a Grade 2 Cultural Instructor.
Additionally, according to Clause 3, Article 7 of Circular 03/2022/TT-BVHTTDL, the standards for professional capabilities of a Grade 2 Cultural Instructor include:
- Mastering the policies, guidelines of the Communist Party, and the laws of the State regarding grassroots culture;
- Mastering the forms and methods of conducting public cultural activities and club activities;
- Mastering pedagogical principles and the skills, methods for guiding professional activities; having experience in guiding grassroots cultural professional activities;
- Understanding grassroots cultural work in the field assigned;
- Having the ability to analyze, aggregate, systemize, and draft professional guidance documents on grassroots culture;
- Possessing basic IT skills, foreign language skills, or ethnic minority language skills for public employees working in ethnic minority areas as required by the job position.
