From August 1, 2023, Increase in Examination Fees for Driving Licenses A1, B1, B2?
Pursuant to the Fee Schedule issued in conjunction with Circular 37/2023/TT-BTC, the driving license examination fees are stipulated as follows:
Note: The above driving license examination fees are uniformly applied nationwide (no difference between central and local authorities).
- Individuals taking the examination for a specific type of motor vehicle driving license will pay the corresponding fee as per each examination attempt (initial attempt or re-examination).
Thus:
(1) For License A1:
Theoretical examination fee is 60,000 VND/attempt (an increase of 20,000 VND/attempt compared to the previous regulation).
Practical examination fee is 70,000 VND/attempt (an increase of 20,000 VND/attempt compared to the previous regulation).
(2) For License B1, B2:
- Theoretical Examination Fee: 100,000 VND/attempt (an increase of 10,000 VND/attempt compared to the previous regulation).
- Practical Examination in the Course Fee: 350,000 VND/attempt (an increase of 50,000 VND/attempt compared to the previous regulation).
- Practical Examination on Traffic Roads Fee: 80,000 VND/attempt (an increase of 20,000 VND/attempt compared to the previous regulation).
- Automobile Driving Examination with Traffic Simulation Software: 100,000 VND/attempt (this fee was not previously stipulated).

What Does the Driving Examination Content Include?
According to Article 21 of Circular 12/2017/TT-BGTVT, supplemented by Clause 13, Article 1 of Circular 38/2019/TT-BGTVT, the driving examination content includes two specific parts:
(1) Theoretical Examination:
Includes questions related to the road traffic law, driving techniques, as well as content related to the construction and routine repair of vehicles, and transport operations (for A3, A4 licenses); construction and routine repair of vehicles, driver's ethics (for B1 automobile licenses); construction and routine repair of vehicles, transport operations, driver's ethics (for automobile licenses from B2 upward).
Individuals taking the A1 motorcycle examination and holding an automobile driving license issued by the Transport sector are exempt from the theoretical examination.
(2) Practical Examination
- Practical Examination on the Course for A1, A2 licenses:
Examinees must control the motorcycle through four tests: driving in a figure-eight track, driving in a straight line, driving through a track with obstacles, and driving through a bumpy track.
- Practical Examination on the Course for A3, A4 licenses:
Examinees must control the vehicle through a zigzag course and back in the reverse direction.
- Practical Examination on the Course for B1, B2, C, D, and E licenses:
Examinees must follow the exact sequence and control the vehicle through pre-arranged tests at the testing center, such as: starting, stopping to give way to pedestrians, stopping and starting on a slope, driving through tracks delineated by tire paths and right angles, driving through intersections with traffic lights, driving through winding roads, parking (parallel parking for B1, B2, and C licenses; perpendicular parking for B1, B2, and D, E licenses), temporary stopping at a railroad crossing, performing tasks when encountered with hazardous situations, changing gears on a flat road, and completing the examination.
- Practical Examination on the Course for FB2, FD, and FE licenses:
Examinees must control the vehicle through a test with five standard posts and back in the reverse direction.
- Practical Examination on the Course for FC license:
Examinees must control the vehicle through two tests: driving through a course with five standard posts and back in the reverse direction; and parallel parking in a designated area.
- Practical Examination on Roadways: examinees control the examination vehicle, handle situations on the road, and follow the instructions of the examiner.
- Automobile Driving Examination with Traffic Simulation Software: Examinees handle simulated situations appearing on the computer.
- Practical Examination on the Course for A1 license for disabled individuals driving three-wheeled motorcycles designed for people with disabilities:
Examinees must control the vehicle through a zigzag course.
Who Must Pay Driving Examination Fees?
According to the provisions of Article 2 of Circular 37/2023/TT-BTC, it is stipulated:
Fee and Charge Collecting Organizations and Payers
1. Fee and charge payers are organizations and individuals who submit applications to the authorities specified in Clause 2 of this Article for services subject to fee and charge collection, including:
a) Issuing registration certificates and specialized motorcycle license plates.
b) Issuing licenses and certificates for operating various types of vehicles.
c) Taking the examination for obtaining a road motor vehicle driving license.
2. The fee and charge collecting organizations specified in this Circular include: the Vietnam Road Administration and the road management agencies of the provinces and centrally managed cities.
Thus, the entities required to pay fees and charges are organizations and individuals with applications to the Vietnam Road Administration and the road management agencies of the provinces and centrally managed cities for services subject to fee and charge collection, including:
- Issuing registration certificates and specialized motorcycle license plates.
- Issuing licenses and certificates for operating various types of vehicles.
- Taking the examination for obtaining a road motor vehicle driving license.
Circular 37/2023/TT-BTC will be effective from August 1, 2023.
