From April 2024: Are candidates allowed to retake any one section of the IELTS test in Vietnam if they did not get the score they required?
From April 2024, the Ministry of Education and Training allows candidates to retake any one section of the IELTS test.
Candidates who register for the IELTS certificate exam can retake one of the four sections: Listening, Speaking, Reading, or Writing if they are not satisfied with their results. This is a new feature in the IELTS exam called One Skill Retake (OSR).
This feature allows candidates to retake one of the four sections in their first attempt, instead of retaking the entire exam as before. Regardless of which skill they choose to retake, the fee remains the same. Candidates can register for an IELTS retake within 60 days after receiving the results from their first attempt. After completing the retake, candidates will receive a second Test Result Form with a new score. The time to receive this new score is between 3-5 days, depending on the IELTS test conducting units.
The retake feature provides candidates with additional opportunities and helps them achieve their learning goals. Currently, more than 60 countries worldwide apply this feature in the IELTS examination process.
In Vietnam, the IELTS exam is recognized by the Ministry of Education and Training for exemption from the high school graduation English subject. On the other hand, many universities use it for admissions consideration, by converting the scores according to their own scale and combining them with academic records, high school graduation scores, or competence assessment scores.

According to the Appendix accompanying Circular 02/2024/TT-BGDDT, the following certificates will be exempt from the foreign language paper in the 2024 Vietnam high school graduation exam:

Thus, candidates who possess an IELTS certificate with a score of 4.0 will be exempt from the English subject in 2024.

Pursuant to Article 23 of the regulations accompanying Circular 08/2022/TT-BGDDT regarding the responsibilities of related parties in the admissions process, the responsibilities of the parties involved in the admissions process are as follows

a) Thoroughly research the admissions information of the training institutions, not registering for majors, training programs, or admission methods for which they do not meet the requirements.
b) Provide complete and accurate information in all registration details, including personal information, regional information, priority groups (if applicable), and desired preferences. Ensure the authenticity of supporting documents.
c) Agree to allow the chosen training institution to use the necessary information and data for the admissions process.
d) Complete the payment of the admissions fee before completing the registration procedure.

3. Responsibilities of the training institutions
a) Provide complete, correctly formatted, and authentic admissions information and data to the system as instructed by the Ministry of Education and Training.
b) Establish regulations (or reach a consensus with other training institutions) on the amount, method, and use of service fees for admissions.
c) Provide complete information, guidance, and advice to the candidates, ensuring that candidates do not register for a major, training program, or admission method for which they do not meet the requirements.
d) Ensure an accurate, fair, and objective admissions process, and fulfill the commitments stated in the admissions plan.
dd) Verify the information and supporting documents when candidates enroll, ensuring that all admitted candidates meet the necessary requirements.
e) Handle complaints and grievances related to the admissions process according to the provisions of the law.
Therefore, candidates have the following responsibilities in the admissions process:
- Thoroughly research the admissions information of the training institutions, not registering for majors, training programs, or admission methods for which they do not meet the requirements.
- Provide complete and accurate information in all registration details, including personal information, regional information, priority groups (if applicable), and desired preferences. Ensure the authenticity of supporting documents.
