On March 27, 2023, the Ministry of Home Affairs issued Decision 199/QD-BNV in 2023 Communication Plan on the fields of work of the Ministry of Home Affairs in 2023 (hereinafter referred to as the "Communication Plan").
In Subsection 1 of Section II of the Communication Plan issued together with Decision 199/QD-BNV in 2023, the development of mechanisms and policies to detect, attract, utilize, and encourage dynamic Vietnamese officials to be creative, daring to think and do, and daring to break through for the common good is one of the central tasks of the communication activities of the Ministry of Home Affairs in 2023.
Accordingly, the Department of Civil Service - Public Officials will conduct communication on the decree on encouraging and protecting dynamic, creative, dare-to-think, dare-to-do, and dare-to-make breakthroughs for the common good in the previous period, in and after the decree was issued in April 2023.
Pursuant to Section 8 of the List of Communications promulgated together with Decision 199/QD-BNV in 2023, the propaganda of the Decree focuses on encouraging and protecting dynamic, creative, dare-to-think, dare-to-do, and dare to breakthrough Vietnamese officials for the common good will be carried out in two forms:

What is the purpose of the Communication Plan of the Ministry of Home Affairs of Vietnam for Work Areas 2023?
Pursuant to Subsection 1, Section I, of the Communication Plan issued together with Decision 199/QD-BNV in 2023, the Communication Plan has the following purposes:
- Raise the responsibility of the contingent of Vietnamese officials, public employees, and employees of the Ministry and the Home Affairs sector for communication work.
- Timely inform and propagate about policies, laws, fields of state management, and the results of the performance of tasks by the Ministry and the Home Affairs sector in order to create consensus in society for the construction of the body; regulations and policies in the field of Home Affairs, thereby contributing to improving the image, position, and role of the Ministry and the Home Affairs sector.
- Coordinate with news agencies and the press in propagating and promptly reflecting the contents and tasks of the ministry and the home office on issues of concern to society; at the same time, actively receive feedback and criticism from people and businesses to propose timely handling.

The solutions to implement the Communication Plan on the fields of work of the Ministry of Home Affairs in 2023 are identified in Subsection 2 and Section II of the Communication Plan issued together with Decision 199/QD-BNV in 2023. Specifically:
- Increase information transmission through the mass media:
