What is collected data? How are the types of collected data obtained?

According to Clause 1, Article 10 of Circular 45/2021/TT-BGTVT (take effect from March 31, 2022), collected data includes vehicle owner information data of road non-stop electronic toll collection system and collection transaction history data.

For vehicle owner information of the non-stop electronic toll collection system as prescribed in Clause 2, Article 10 of Circular 45/2021/TT-BGTVT, the following information must be included:

- Contact information of the vehicle owner: Identity card number, or citizen identification card number, or passport number; business identification number, residential address or head office address; contact phone number and email address (if any) to receive receipts for collection of tolls for non-stop electronic road use;

- The identification number of the road vehicle that receives payment from the toll collection account;

- Vehicle weight, number of seats, vehicle type, vehicle control plate.

For charge transaction history data as prescribed in Clause 3, Article 10 of Circular 45/2021/TT-BGTVT, the following data types are included:

- Data files of transaction information when vehicles pass through toll stations;

- Data files on traffic, toll revenue, round-trip tickets, monthly tickets, quarterly tickets;

- Video files of lane monitoring, cabin monitoring (if any), panoramic monitoring;

- Image files of vehicles circulating through toll stations include: Image of number plates to ensure clear reading of number plates; panoramic images of means of transport must be ensured to receive the type of vehicle;

- Information on the amount of money in the toll collection account for road user services and the transaction history of the collection account of the non-stop electronic toll collection system.

Note: Collected data must comply with the provisions of section 5.3.5 TCVN 10849:2015 Electronic toll collection system and regulations of the competent authority.

How long is the collecd data stored?

According to Clause 5, Article 10 of Circular 45/2021/TT-BGTVT, the collected data is stored as follows:

- Storage for at least 1 year: Video files of panoramic surveillance, cabin monitoring (if any);

- Minimum 5 years storage: Lane monitoring video files; media capture image files circulated through toll booths;

- Stored from the time the toll station is put into operation to the time after 10 years since the liquidation of the PPP contract: The vehicle owner information data of the electronic toll collection system does not stop ; data files of transaction information when vehicles pass through toll booths; data files on traffic, revenue from road user service fees, round-trip tickets, monthly tickets, and quarterly tickets.

How is connecting collected data conducted?

According to Article 11 of Circular 45/2021/TT-BGTVT, connecting collected data conducted as follows:

- The collected data is connected as specified in section 5.3.6 TCVN 10849:2015 Electronic toll collection system and requires Back-End connection between Collection Service Providers.

- For projects implementing the closed method, the collection operator must connect and synchronize data on toll transaction history to the toll collection service provider's Back-End system as soon as the vehicle passes through. input toll station.

- Collection service providers must ensure a mechanism to connect, share and synchronize data on the principle of availability, feasibility, convenience, avoid duplication and waste when performing collection management and operation. and at the request of the competent authority. How to manage and exploit collected data under the regulation?

According to Article 12 of Circular 45/2021/TT-BGTVT, managing and exploiting collected data are as follows:

- The Directorate for Roads of Vietnam manages and exploits collection data of toll stations on the collection management and monitoring system of the Directorate for Roads of Vietnam; non-stop electronic collection of data through the login account and password provided to access the portal for state management agencies of the Collection Service Provider's Back-end system. The management of data mining must comply with the law on information security.

- The Department of Transport manages and exploits the collection data of toll stations on the collection management and supervision system of the competent authority (if any); exploit the non-stop electronic collection data of the locally managed toll stations through the login account and password provided to access the portal for state management agencies of the system. Receiver Service Provider's Back-End System.

- The collection service provider manages the electronic collection data non-stop on the Back-End system according to the provisions of the collection service contract.

- The collection management unit and the collection operating unit manage the collected data in the form of one stop at the toll station under their management.
