Form PC27 Application for Certificate of Fire Prevention and Fighting Vehicle Inspection effective from May 15, 2024?
On May 10, 2024, the Government of Vietnam issued Decree 50/2024/ND-CP amending and supplementing several articles of Decree 136/2020/ND-CP detailing several articles and measures to implement the Law on Fire Prevention and Fighting and the Law amending and supplementing several articles of the Law on Fire Prevention and Fighting, as well as Decree 83/2017/ND-CP.
In Appendix IX issued together with Decree 50/2024/ND-CP, regulations on form PC27 for application for the Certificate of Fire Prevention and Fighting Vehicle Inspection, effective from May 15, 2024 are as follows:

What documents are included in the application for a Certificate of Fire Prevention and Fighting Vehicle Inspection effective from May 15, 2024?
At point b, clause 13, Article 1 of Decree 50/2024/ND-CP amending and supplementing clause 5, Article 38 of Decree 136/2020/ND-CP as follows:
(1) The dossier applying for a Certificate of Fire Prevention and Fighting Vehicle Inspection according to the inspection results from a business facility providing consultancy services, technical inspection, and inspection services for fire prevention and fighting includes:
+ Written application for the Certificate of Fire Prevention and Fighting Vehicle Inspection (Form PC27). Here
+ Inspection report of fire prevention and fighting vehicle from the business facility providing consultancy services, technical inspection, and inspection services for fire prevention and fighting (Form PC25). Here
+ Vehicle sample inspection report (Form PC28). Here
+ Certificate of origin (in case it is not connected to specialized databases) or factory release of the vehicle
+ Vehicle quality certificate (if any); technical documents of the vehicle requesting inspection
(2) The dossier applying for a Certificate of Fire Prevention and Fighting Vehicle Inspection based on the testing, inspection results from foreign agencies or organizations includes:
+ Written application for the Certificate of Fire Prevention and Fighting Vehicle Inspection (Form PC27). Here
+ Testing, inspection results from foreign testing and inspection agencies or organizations attached with tested technical indicators; Certificate of origin (in case it is not connected to specialized databases) or factory release of the vehicle
+ Vehicle quality certificate (if any); technical documents of the vehicle requesting inspection
(3) Written documents in the dossier must be the original or certified copies or photocopies attached to the original for comparison by the dossier receiving officer. If the dossier is in a foreign language, there must be a Vietnamese translation, and the requesting agency, organization, or individual must take responsibility for the translation content.
What is the processing time for the application for a Certificate of Fire Prevention and Fighting Vehicle Inspection?
At clause 10, Article 38 of Decree 136/2020/ND-CP amended by point c, clause 13, Article 1 of Decree 50/2024/ND-CP regulates the processing time for the application for a Certificate of Fire Prevention and Fighting Vehicle Inspection as follows:
- Within 5 working days from the date of receiving the application for a Certificate of Fire Prevention and Fighting Vehicle Inspection as prescribed in clause 5 of this Article, the police authority is responsible for reviewing, evaluating the inspection results, and issuing the Certificate of Fire Prevention and Fighting Vehicle Inspection. If the certificate is not issued, a written response must be provided, clearly stating the reason.
- Each fire prevention and fighting vehicle undergoes a single inspection and is issued a Certificate of Fire Prevention and Fighting Vehicle Inspection (Form PC29) here and an inspection seal.
Within 3 working days from the issuance date of the Certificate of Fire Prevention and Fighting Vehicle Inspection, the requesting unit must cooperate with the inspection unit and the police authority issuing the certificate to organize the attachment of the inspection seal to the vehicle according to the issued certificate. If the inspection certificate is based on the testing results from foreign inspection agencies, the requesting unit must cooperate with the police authority issuing the certificate to organize the attachment of the inspection seal to the vehicle according to the issued certificate.
Decree 50/2024/ND-CP takes effect from May 15, 2024.
