What are the benefits applicable to emergency response and SAR individuals who are sick, injured and dead in during No.3 typhoon in Vietnam?
According to Article 20 Decree 30/2017/ND-CP on Benefits and preferential policies applicable to emergency response and SAR individuals who are sick, injured and dead in Vietnam
(1) Participants in incident response, natural disaster response, and rescue operations who suffer illness or accidents in the following cases will be entitled to policies on illness compensation, work accident compensation as per labor, social insurance, and workplace safety laws (from the time they are mobilized, start carrying out duties until they complete and return to their residence):
- Suffering illness or accidents while performing duties at work, both during and outside official working hours, as per the decision of the competent authority;
- Suffering illness or accidents on the way to and from their residence to the duty location with confirmation from the local government of their residence;
- Policies for illness will not apply in cases of self-harm, drunkenness, or use of narcotics, precursor substances according to the lists issued along with Decree 82/2013/ND-CP dated July 19, 2013, of the Government of Vietnam on the issuance of lists of narcotic substances and precursor substances and Decree 126/2015/ND-CP dated December 9, 2015, of the Government of Vietnam amending and supplementing the lists of narcotic substances and precursor substances issued along with Decree 82/2013/ND-CP dated July 19, 2013, of the Government of Vietnam on the issuance of lists of narcotic substances and precursor substances.
(2) Policies for the sick or injured
- For those participating in mandatory social insurance, if they become ill, have accidents, or die, policies will be resolved as per social insurance, workplace safety, and health insurance laws;
- For those not participating in mandatory social insurance:
+ Suffering illness: Participants in incident response, natural disaster response, and rescue operations becoming ill during their duties without health insurance participation will get medical treatment costs covered as per health insurance participation standards;
+ Suffering accidents:
++ Medical costs will be covered from first aid, emergency treatment until stable conditions and discharge;
++ After treatment, they will be referred by functional agencies for labor capacity assessment by the Medical Assessment Council as per law;
++ If not participating in social insurance and suffering a 5% reduction in labor capacity, they will receive 5 times the statutory pay rate, increasing by 0.5 times for each additional 1% reduction in labor capacity;
++ Persons suffering accidents losing one or multiple body parts or functions, resulting in various forms of disabilities that hinder activities, work, and studies will get preferential policies as per the law on disabilities;
According to Clause 2 Article 3 Decree 73/2024/ND-CP, the statutory pay rate from July 1, 2024, is 2,340,000 VND/month. |
+ If dead, including during initial treatment, for those not participating in social insurance, the person arranging the burial will receive a funeral allowance of 10 times the statutory pay rate, and the deceased's family will receive a one-time support equivalent to 36 times the statutory pay rate.
Note:
- Costs for policies due to illness or accidents are ensured by the state budget. For those participating in health insurance, medical examination, and treatment costs will be covered by the health insurance fund; for those participating in mandatory social insurance, policies' costs will be covered by the social insurance fund.

Which province is eligible to receive 100 billion VND from the Government for post-typhoon No. 3 recovery?
On September 9, 2024, the Prime Minister of the Government of Vietnam issued Decision 943/QD-TTg of 2024 on urgent support for damages caused by typhoon No. 3, specifically:
- A support of 100 billion VND (One hundred billion VND) from the central budget's 2024 contingency fund for 05 localities to rectify consequences, stabilize lives post-typhoon No. 3 (including: Nam Dinh 20 billion VND, Thai Binh 30 billion VND, Hai Duong 20 billion VND, Yen Bai 20 billion VND, Hung Yen 10 billion VND).
- Provincial People's Committees: Nam Dinh, Thai Binh, Hai Duong, Yen Bai, Hung Yen are responsible for specifically distributing and using the funded amount as per the law on state budget and related legal documents, ensuring proper usage, savings, efficiency, and preventing loss, waste, or negativity. They should combine central support with local budgets and other lawful funds to quickly rectify damages caused by typhoon No. 3.
- Quang Ninh, Hai Phong have reported they currently balance their local resources to handle typhoon No. 3 damages; therefore, central budget support will be considered upon local government proposals.
Thus, to urgently support post-damage recovery and stabilize lives from typhoon No. 3, the Government of Vietnam decided to support 100 billion VND (One hundred billion VND) from the central budget's 2024 contingency fund for 5 provinces namely: Nam Dinh, Thai Binh, Hai Duong, Yen Bai, Hung Yen.
