- Presentation of: vehicle registration documents (the original Vehicle Registration Certificate issued by a competent state agency or the Original Receipt for the collateral of the Vehicle Registration Certificate by a financial institution) or an Appointment Letter for Vehicle Registration Certificate issuance.

What Documents Are Required for Motor Vehicle Registration Within Registration Units?
Pursuant to Section 1.3, Part II, issued together with Decision 305/QD-BGTVT in 2023, the regulations specify as follows:
Vehicle owners must declare information and provide the following documents to create the Vehicle Record (except for the first-time inspection to issue a 15-day validity Inspection Certificate and Inspection Stamp):
- Presentation of: Vehicle registration documents (the original Vehicle Registration Certificate issued by a competent state agency or the Original Receipt for the collateral of the Vehicle Registration Certificate by a financial institution (attached with a copy of the vehicle registration) or a Copy of the vehicle registration with confirmation from the financial leasing organization (attached with a copy of the vehicle registration)) or an Appointment Letter for Vehicle Registration Certificate issuance.
- A copy of the Quality Inspection Report for domestically produced or assembled motor vehicles (except for liquidated motor vehicles).
- The original Certificate of Technical Safety and Environmental Protection for modified motor vehicles in case of newly modified motor vehicles.
- Frame number and engine number rubbings for motor vehicles exempt from inspection as prescribed in Clause 3, Article 5 of Circular 16/2021/TT-BGTVT (amended and supplemented by Clause 1, Article 1 of Circular 02/2023/TT-BGTVT).
- Declaration of relevant information in the File tracking sheet according to the form.
- Information on the username, access password, and the web page address managing the journey monitoring device, camera for motor vehicles subject to the requirement of installing journey monitoring devices, cameras.
- Declaration of transport business in the File tracking sheet according to the form.
How is the Issuance of Motor Vehicle Inspection Certificates Regulated?
Pursuant to Article 10 of Circular 16/2021/TT-BGTVT, the issuance of inspection certificates is regulated as follows:
- Registration units shall prepare and submit a proposal for the supply of inspection certificates (either directly, via postal services, or via email) according to the form stipulated in Appendix XII issued together with Circular 16/2021/TT-BGTVT to the Vietnam Register from the 15th to the 20th of the last month of each quarter.
- The Vietnam Register, based on the needs of the registration units, sends the inspection certificates via postal services or directly delivers them to the corresponding registration units from the 23rd to the 30th of the last month of each quarter.
- In the case of additional supply requests, registration units shall prepare and submit a proposal for the supply of additional inspection certificates (either directly, via postal services, or via email) according to the form stipulated in Appendix XII issued together with Circular 16/2021/TT-BGTVT to the Vietnam Register.
The Vietnam Register, based on the needs of the registration units, sends the inspection certificates via postal services or directly delivers them to the corresponding registration units within 15 days from the date of receiving the proposal for the supply of additional inspection certificates.
