Based on the regulations in Section 1 on administrative procedures issued with Decision 994/QD-BGTVT of 2023, the dossier for issuing the Certificate of Registration for Railway Vehicles includes:
(1) The original paper document or electronic document of the application for issuance of the Certificate of Registration for vehicles by the owner in the prescribed form.
(2) The original paper documents or certified copies or electronic copies or certified electronic copies of the vehicle documents including:
Sales contracts, gifts, donations; proof of payment of registration fees (if any); decision to transfer vehicles; invoice of the organization or individual selling the vehicle (if the vehicle has passed through various organizations or individuals, only the invoice of the last organization or individual is required); Certificate of quality, technical safety, and environment protection of the vehicle issued by the Vietnamese registry organization or a foreign registry organization authorized by the Ministry of Transport still valid. For documents in foreign languages, a notarized Vietnamese translation must accompany them.
(3) In cases where multiple vehicles are declared in a single sales contract, gift, donation, invoice, customs declaration, the owner is responsible for providing a detailed list for each vehicle applied for the Certificate of Registration or dossiers for each vehicle as specified in item (2).
(4) For imported vehicles, in addition to the documents specified in item (2), a certified copy or the original paper document or a certified electronic copy of the customs declaration for imported vehicles or the cleared customs declaration must be included.
(5) In cases where the vehicle does not have a separate sales contract or invoice (if the sale of vehicles is part of an inseparable package), the original paper document or certified copy or electronic copy or certified electronic copy of the package contract or part of the package showing vehicle supply, the handover record must be provided to the owner.

How are the procedures for issuing the Certificate of Registration for Railway Vehicles carried out?
Based on the regulations in Section 1 on administrative procedures issued with Decision 994/QD-BGTVT of 2023, the procedures for issuing the Certificate of Registration for Railway Vehicles are carried out as follows:
- The vehicle owner submits 01 set of documents to apply for the Certificate of Registration for vehicles on the national railway to the Vietnam Railway Authority.
The vehicle owner submits 01 set of documents to apply for the Certificate of Registration for vehicles on dedicated railways, urban railways to the People's Committees of the provinces and cities: Hanoi, Ho Chi Minh City, Quang Ninh, Thai Nguyen. Before January 01, 2025, if the People's Committees of the aforementioned provinces and cities have not yet implemented this content, the vehicle owner is guided to send 01 set of documents to the Vietnam Railway Authority.
- The competent state agency receives and checks the documents.
+ In cases of directly submitted documents at the one-stop service department or via the online public service portal of the competent state agency or the national public service portal, the competent state agency receives and checks the documents. If the documents are incomplete as prescribed within 01 working day from the date of receipt, the competent state agency must notify and guide the owner to supplement, complete the documents accordingly.
+ In cases of documents received via postal system or other suitable forms, the competent state agency receives and checks the documents. If the documents are incomplete as prescribed, within 02 working days from the date of receipt, the competent state agency must notify and guide the owner to supplement, complete the documents accordingly.
- After receiving a full dossier, conformable dossier, the competent state agency has the responsibility to issue the Certificate of Registration for vehicles. The owner is responsible for paying fees as prescribed.
In cases of not issuing the Certificate of Registration for vehicles, within 03 working days from the date of receiving a full, conformable dossier, the competent state agency must notify in writing to the owner and state the reason.
When will the Certificate of Registration for Railway Vehicles be issued?
Based on the regulations in Section 1 on administrative procedures issued with Decision 994/QD-BGTVT of 2023, the time for issuing the Certificate of Registration for Railway Vehicles is as follows:
- From the date of receiving a full, conformable dossier, within 03 working days, the competent state agency has the responsibility to issue the Certificate of Registration for Railway Vehicles.
