(2) The dossiers of individuals accompanying:
- Original or electronic original application for the examination and grant of the train operating license as per the template;
- Original or electronic original or authenticated copy or authenticated electronic copy of the health certificate for meeting the train operating health standards as prescribed by the Minister of Health;
- Authenticated copy or authenticated electronic copy of the diploma or certificate of the professional qualification for operating railway vehicles suitable for the type of vehicle taking the examination;
- 03 color photos sized 3x4 cm, taken or electronic photos taken within no more than 06 months from the date of submission.

How are the procedures for granting a train operating license for train drivers on operational railway lines carried out?
Based on Section 7 of the Administrative Procedures issued together with Decision 994/QD-BGTVT in 2023, the procedures for granting a train operating license for train drivers on operational railway lines are carried out as follows:
The enterprise submits 01 dossier to the train operating license granting authority, specifically:
- Vietnam Railway Authority for the national railway, metro railway, dedicated railway (except for metro railway and dedicated railway in the provinces: Ho Chi Minh City, Quang Ninh, Thai Nguyen).
- The People's Committees of the provinces: Ho Chi Minh City, Quang Ninh, Thai Nguyen for the dedicated railway, metro railway within their localities. Before January 01, 2025, if the People’s Committees of these localities have not implemented this matter, they will guide the vehicle owners to send 01 dossier to the Vietnam Railway Authority for processing.
- In case the dossier is not correct according to regulations, within 01 working day from the date of receipt through the one-stop service department or the online public service portal, or within 02 working days from the date of receipt by other forms, the train operating license granting authority is responsible for notifying and guiding the enterprise to complete the dossier according to regulations;
- Within 02 working days from the date of receipt of the complete and compliant dossier, the train operating license granting authority issues a decision to organize the examination for granting the train operating license, decides to establish the examination board, and informs the enterprise in writing. The decision to organize the examination must clearly state the form of the theoretical examination (written or multiple choice), the list of candidates eligible for the examination, the type of train operating license being considered, and the type of vehicle for examination for each candidate;
- Within a maximum of 03 months from the date of the decision to establish, the examination board cooperates with enterprises to organize the examination, reporting the results to the train operating license granting authority. If the examination is not completed within this period, the examination board must report to the train operating license granting authority stating the reasons, and propose to extend the time or terminate the examination. The extension period is once and for no more than 01 month;
- Within 03 working days from the date of receipt of the examination results, the train operating license granting authority issues the train operating license for those who meet the requirements. For those not granted a train operating license, the train operating license granting authority must notify in writing, stating the reasons for the enterprise.
