According to Article 7 of Circular 08/2022/TT-BKHDT, regulations on registration of documents when participating in the online bidding in Vietnam system are as follows:
- The registration process of the Organization participating in the System is carried out according to the User Manual.
- Dossier to register to participate in the System includes:
+ An application to join the System is formed on the System according to the registration process specified in Clause 1 of this Article. In case the legal representative of the Organization participating in the System authorizes to sign the application, this authorization letter must be attached on the System;
+ In case the Organization participating in the System is not listed on the National Business Registration Information System, it must attach to the System a photocopy of the Establishment Decision or Certificate of Business Registration or Certificate of Business Registration. business household registration (for individual business households) or other equivalent documents.
- Supplementing and modifying information registered on the System:
+ The modification of information registered on the System (including the addition of roles for Accounts participating in the system) is done in accordance with the User Manual;
+ The system automatically updates information of organizations participating in the system according to the national information system on business registration.
- Termination or suspension of participation in the System:
+ In case the Organization participating in the System requests to suspend all or some of the roles of the Account participating in the System, the User Guide shall be followed;
+ In case the Organization participating in the System fails to pay the cost of using the service as prescribed in Article 10 of Circular No. 06/2021/TT-BKHĐT, the System suspends one or several roles of the Participating Account. join the System until the payment responsibilities are fulfilled as prescribed;
+ In case the Organization participating in the System has dissolved, gone bankrupt, or ceased to exist in accordance with the law, the System will automatically update the termination status of the Account participating in the System according to information from the System. national information on business registration;
+ In case an Account participating in the System has an account status of being terminated or suspended for the role of a contractor, the Organization participating in the System does not guarantee its eligibility as prescribed at Point d, Clause 1 of this Article. 5 of the Law on Bidding, Section 5, Chapter I, of the Forms E-HSMQT, E-HSMST and E-HSMT issued together with this Circular.
- Recovery of Accounts participating in the System: The restoration of Accounts participating in the System after being suspended or terminated as prescribed at Points a and c, Clause 4 of this Article is carried out in accordance with the User Manual

What are the regulations on the format of attached files when participating in online bidding in Vietnam?
According to Article 5 of Circular 08/2022/TT-BKHĐT, the format of attached files when participating in online bidding in Vietnam is as follows:
- Files uploaded to the System must ensure:
+ Files can be opened and read by common software such as MS Office or Open Office reading and editing software; software that reads PDF files; popular design software such as AutoCad, Photoshop; image file reader software built into Windows operating system. Files using Unicode fonts;
+ Compressed files can be opened with popular decompression software such as the built-in ZIP decompression software on Windows operating system or Rar or 7Zip decompression software. In case of using compressed files, the files after decompression must have the format specified at point a of this clause;
+ No virus infection, no error, no damage and no password setting.
- If the attached file in the request for expression of interest, E-HSMQT, invitation for pre-qualification, E-HSMST, bidding document, E-HSMT does not meet the requirements of Clause 1 of this Article or for other reasons, If it is not possible to open or read, the procuring entity must post and re-issue the entire dossier of request for expression of interest, E-HSMQT, dossier of invitation for pre-qualification, E-HSMST, bidding dossier, and E-HSMT. .
- In case the attached files in the E-HSDT, E-HSQT, E-HSDST do not meet the provisions of Clause 1 of this Article, resulting in them being unable to open or read, these files shall not be considered and evaluated.
Circular 08/2022/TT-BKHDT takes effect from August 1, 2022.
