According to the instructions in Section 2 of Official Dispatch 11042/BYT-DP of Vietnam dated December 29, 2021, the definition of F0 is as follows:
“2. Confirmed case (F0) is one of the following cases:
a) A person who has tested positive for SARS-CoV-2 by PCR (polymerase chain reaction) method.
b) A person who is an F1 and has a positive SARS-CoV-2 Ag-RDT.
c) A person showing clinical signs or symptoms of a suspected case (specified in Point a Section 1), having a positive SARS-CoV-2 Ag-RDT and meeting epidemiological criteria (excluding F1).
d) A person who has a positive SARS-CoV-2 Ag-RDT twice in a row (the 2nd test result is given within 8 hours from time of obtaining the 1st positive test result) and meets epidemiological criteria (excluding F1).
Biologicals used in SARS-CoV-2 Ag-RDT must be ones approved by the Ministry of Health. Ag-RDT must be performed by health officers or persons who meet suspected case criteria under either direct or indirect supervision of health officers.”

"2. Declaration of people who are F0
When people have positive SARS-CoV-2 test results instead of going to the Health Station to make a medical declaration and get confirmed, people take the following steps:
- Take a photo of your identity card/citizen identification card or photo identification (health insurance certificate, driver's license, birth certificate, student card, etc.).
- Take a picture of the antigen rapid test tray with a positive result that has just been tested (write the name F0 and the date and month of testing on the tray before taking the picture, the antigen rapid test product must be on the list of licensed by the Ministry of Health) or a positive test result from a medical facility.
- Access the address: https://khaibaof0.tphcm.gov.vn (on a computer or smartphone with internet connection), select "Declare F0" to declare personal information, money background disease history, vaccination status against COVID-19, positive test results and severe symptoms (if any).
- After the declaration is complete, the declaration information of F0 will be sent to the Health Station where F0 is isolated.
Note: The system only accepts previous positive test results up to 05 days from the date of declaration. F0 must fully declare all information and take full responsibility before the law for the declared information."

"3. Health stations at wards, communes and townships verify and receive F0 isolated at home
When receiving an SMS notification that someone has declared F0, the staff of the assigned health station will log in to the clinic's account at https://covid19.medinet.org.vn:75 to carry out the following steps:
- Check personal information, compare with photo of identity card/citizen identification card or ID document with attached photo, background medical history, vaccination history, test results , severe signs and risk factors (via F0's declaration).
- For F0 with one of the severe signs (fatigue/chest pain/difficulty breathing) and in the risk group: Health station staff must call immediately to assess the health status and home isolation conditions of F0. In case of necessity, assign a facility to manage people with COVID-19 at home to examine, evaluate and prescribe home treatment for F0 or call 911 Emergency Center, Commune Rapid Response Team to assist in bringing people patient to the nearest Hospital for emergency treatment.
- For F0 who is not in the risk group, has no symptoms or has mild symptoms: the staff of the Health Station clicks to receive on the system.
- In case the information declared is incorrect (full name, year of birth, identity card/citizen identification is not correct with the attached identification documents), the image of the test result is not clear or is not consistent with the declaration results, etc. the medical station refused to receive on the system.
- At the end of each day, the commune-level Steering Committee for Epidemic Prevention and Control issues a Decision to apply medical isolation measures to all F0s isolated at home received by the Health Station during the day on the "Digital platform for managing COVID-19" and transfer the list to residential groups to monitor compliance with isolation at home.
Depending on the situation of the number of F0 cases isolated at home in the commune-level area, the above steps can be performed by staff of the Medical Station, Mobile Medical Station; Teams to take care of people infected with COVID-19 in the community, mobile health teams, community COVID teams, etc. implemented. Executors must be trained by medical centers and health stations."
