At Clause 3.1 Sub-item 3 Section 2 of Resolution 27-NQ/TW 2018, the subjects eligible for seniority allowance are anticipated as follows:

d) Rearrange the current allowance policies, ensuring the total allowance fund accounts for a maximum of 30% of the total salary fund.
- Continue to apply position allowances; tenure seniority allowances; regional allowances; job responsibility allowances; mobile allowances; security and defense service allowances; and special allowances for armed forces (military, police, cipher force).
- Merge preferential allowances according to profession, responsibility allowances according to profession, and allowances for hazardous and dangerous conditions (collectively referred to as professional allowances) applicable to officials and public employees in professions and jobs with higher than normal working conditions and with appropriate preferential policies from the State (education and training, healthcare, courts, prosecution, civil judgment enforcement, inspection, auditing, customs, forestry inspection, market management, etc.). Merge special allowances, attraction allowances, and long-term work subsidies in areas with particularly difficult socio-economic conditions into allowances for working in particularly difficult areas.
- Abolish professional seniority allowances (except for military, police, cipher force to ensure salary relations with officials); leadership position allowances (due to positional salary arrangements for leadership titles within the political system); party and socio-political group allowances; public service allowances (as they are already included in the basic salary); hazardous and dangerous allowances (as hazardous and dangerous working conditions have been incorporated into professional allowances).
- Enforce new allowance policies based on the classification of administrative units at the commune, district, and provincial levels.
- Consistently implement a monthly allowance fund for part-time workers at the commune level, in villages, and residential groups at the regular expenditure rate of commune People's Committees, concurrently stipulate the maximum number of part-time workers for each type of commune, village, and residential group. On this basis, the commune People's Committee submits to the Commune People's Council to specifically regulate the titles eligible for allowances in a way that one title can handle multiple tasks while ensuring the quality and effectiveness of the assigned work.
Thus, it is expected that after implementing the wage reform policy, only 03 subjects will be eligible for seniority allowance, including:
- Military
- Police
- Cipher force.
The reason these three subjects maintain seniority allowances is to ensure salary relations with officials.

What Will the New Wage Structure in 2024 Look Like When Implementing Wage Reform?
Based on Sub-item 3 Section II of Resolution 27-NQ/TW 2018, the wage reform content for officials and public employees, and armed forces (public sector) is stated as follows:

a) Design a new wage structure which includes: Basic salary (accounting for about 70% of the total wage fund) and allowances (accounting for about 30% of the total wage fund). Supplement with bonuses (the bonus fund accounts for about 10% of the total annual wage fund, excluding allowances).
The new wage structure for officials and public employees, and armed forces (public sector) when implementing wage reform will include:
- Basic salary (accounting for about 70% of the total wage fund);
- Allowances (accounting for about 30% of the total wage fund);
- Supplement with bonuses (the bonus fund accounts for about 10% of the total annual wage fund, excluding allowances).
Thus, it can be seen that the new wage structure for public sector officials and employees includes the above components. Additionally, a new salary table system will be built and issued according to job positions, titles, and leadership positions to replace the current salary table system; transition from old salary to new salary, ensuring it is not lower than the current salary.

- Wage policy is a particularly important policy within the social-economic policy system. Wages must be a main source of income ensuring the livelihood of the laborer and their family; properly paid wages invest in human resources development, create motivation to enhance labor productivity and work efficiency, contribute significantly to social progress and justice, ensure socio-political stability; promote, enhance the quality of growth, and sustainable development.
- Wage policy reform must ensure a comprehensive, systematic, synchronized approach, inheriting and promoting advantages, effectively overcoming limitations and inadequacies of the current wage policy; adhere to the principle of distribution according to labor and the objective laws of the market economy, taking labor productivity increases as the basis for wage increases; meet the requirements of international integration; have a suitable roadmap in accordance with the socio-economic development conditions and resources of the country.
- In the public sector, the State pays wages to officials and public employees and armed forces according to job positions, titles, and leadership positions, in line with the resources of the State and public service revenue, ensuring a reasonable relation with the labor market wages; implement deserving remuneration policies and rewards based on labor productivity, creating motivation to improve the quality, efficiency of work, public service ethics, professional ethics, contributing to the purification and enhancement of the effectiveness of the political system.
- In the enterprise sector, wages are the price of labor, formed based on agreements between the laborer and the employer according to the market mechanism with State management. The State sets the minimum wage as the lowest floor to protect vulnerable workers, simultaneously being a reference for wage agreement and labor market regulation. Wage distribution is based on labor results and business performance, ensuring harmonious, stable, and progressive labor relations in enterprises.
- Wage policy reform is an objective requirement, an important task requiring high political resolve in building a socialist rule-of-law state and perfecting the socialist-oriented market economy mechanism; promoting administrative reform; renewing, arranging the organizational structure of the streamlined, effective, and efficient political system; streamlining staff; renewing the organizational system and management, improving quality and efficiency of public service providers.
