Pursuant to the provisions of Clause 1, Article 19 of the Law on Cinema in 2022, the conditions for cinema establishments to disseminate films in cinemas in Vietnam are as follows:
Cinema establishments that disseminate films in cinemas must satisfy the following conditions:
- Being an enterprise or non-business unit established in accordance with law;
- Having a cinema that meets technical regulations as prescribed by the Minister of Culture, Sports and Tourism.

Rights of cinema establishments when disseminating films in cinemas in Vietnam?
As for the content of the rights of cinema establishments when disseminating films in cinemas in Vietnam, Clause 2, Article 19 of the Law on Cinema 2022 specifically provides as follows:
Cinema establishments that disseminate films in cinemas have the following rights:
- Refuse to serve viewers in case viewers use banned substances or stimulants; bring weapons, incendiary and explosive materials, radioactive substances, toxic substances, banned substances, stimulants into cinemas; causing disorder and disorder at the cinema;
- Preventing the copying, recording, video recording and transmission of movies in contravention of the law;
- Request individuals violating the provisions of Points a and b of this Clause to leave the cinema, and propose competent agencies or persons to handle the violators.
Obligations of cinema establishments when disseminating films in cinemas in Vietnam?
According to the provisions of Clause 3, Article 19 of the Cinema Law 2022, the obligations of cinema establishments when disseminating films in cinemas in Vietnam are as follows:
Cinema establishments that disseminate films in cinemas must fulfill the obligations specified in Clause 2, Article 18 of this Law and the following provisions:
- Ensuring the rate of showing Vietnamese films, the time frames of Vietnamese films, the duration and time frames of the children's films;
- Ensure that moviegoers are of the right age according to movie classification;
- Exemption or reduction of ticket prices for the elderly, disabled people, people with meritorious services to the revolution, children, people with extremely difficult circumstances and other subjects as prescribed by law;
- Implement data connection, operation report mode at the request of competent state agencies.
In addition, the State encourages cinema establishments to disseminate films in cinemas to disseminate films propagating State policies and laws before the screening of films.
As such, the elderly, disabled, people with meritorious services to the revolution, children, people with extremely difficult circumstances and other subjects will be exempted or reduced ticket prices when watching movies in theaters.
Regulations on film dissemination on the television system in Vietnam?
Pursuant to Article 20 of the Law on Cinema 2022 stipulating the dissemination of films on the television system in Vietnam, specifically as follows:
(1) A press agency permitted to disseminate films on the television system must satisfy the following conditions:
- Having a license to operate television according to the provisions of the law on press;
- Having a decision on broadcasting to popularize movies on the Vietnamese television system or disseminate movies on on-demand television service packages or on-demand television services in cyberspace.
(2) The press agency specified in Clause 1 of this Article disseminates the film on the system | The television system must ensure the fulfillment of the obligations specified in Clause 2, Article 18 of this Law, and must ensure the ratio of the broadcasting time of Vietnamese films to foreign films, the time frames for broadcasting Vietnamese films, the duration and the time frame for broadcasting children's movies on domestic television channels according to the Government's regulations.
(3) The grant and withdrawal of broadcasting decisions shall be decided by the head of a press agency having a television operation license in accordance with law.
(4) Encourage the dissemination of Vietnamese films produced with the state budget, films sponsored and donated by organizations and individuals.
The Cinema Law 2022 takes effect from January 1, 2023.
