Which competent authority can administer the exam to assess foreign language proficiency based on Vietnam's language proficiency framework?

Pursuant to Article 4 of Circular 23/2017/TT-BGDDT promulgating regulations on language proficiency tests based on Vietnam's language proficiency framework (amended by Clause 2, Article 1 of Circular 24/2021/TT-BGDĐT), test-administering entities are specified as follows:

Article 4. Test-administering entities

Test-administering entities include:

1. Higher education institutions providing foreign language disciplines (under Foreign language and culture discipline group) or foreign language pedagogy (under Teacher training discipline group), public service providers assigned to administer language proficiency tests: are entitled to administer language proficiency tests according to test formats from level 1 to 6 based on Vietnam's language proficiency framework.

2. Continuing education centers, occupation education and continuing education centers, foreign language centers, informatics and foreign language centers approved for establishment by the President of People’s Committee of province or Director of Department of Education and Training (if authorized by the President of People’s Committee of province): are entitled to administer language proficiency tests according to test formats from level 1 to 3 based on Vietnam's language proficiency framework (for general education students).

Who can register to participate in the exam to get a foreign language certificate based on Vietnam's language proficiency framework?

As prescribed in Article 7 of Circular 23/2017/TT-BGDDT promulgating regulations on language proficiency tests based on Vietnam's language proficiency framework, test takers are specified as follows:

Article 7. Test takers and test registration:

1. Test takers:

Any person wishing to have his/her language proficiency evaluated or to obtain a foreign language certificate according to Vietnam's language proficiency framework shall meet the following requirements:

a) Submit a valid test registration application; pay sufficient charges for test and award of certification as prescribed;

b) Have incurred no examination prohibition as prescribed in Point e Clause 2 Article 29 of this Regulation.

Therefore, those who are allowed to participate in the exam to get a foreign language certificate based on Vietnam's language proficiency framework must meet the following requirements:

- Need to be assessed for foreign language proficiency or granted a foreign language certificate based on Vietnam's language proficiency framework;

- Have a valid application for registration; fully pay exam fees and certification fees in accordance with law;

- Have incurred no examination prohibition for the next 2 years for the following violations:

+ Take a test for another person or vice versa in any form;

+ Disrupt or damage the test; assault the test organizer or other test takers.

Pursuant to Section 1 of the Announcement 297/TB-QLCL on the list of test-administering and granting certificates entities, those which can administer the exam and grant foreign language certificates based on Vietnam's language proficiency framework are specified as follows:
