Criteria for Public Employee Quality Classification 2023?

According to the guidelines in Decree 90/2020/ND-CP, public employees are classified according to the following criteria:

(1) Criteria for outstanding task performance quality classification

- Public employees without managerial positions who meet all the following criteria will be classified as having outstanding task performance quality:

+ Properly follow the regulations in Clause 1, Clause 2, Clause 3, and Clause 4, Article 3 of Decree 90/2020/ND-CP;

+ Complete 100% of tasks as per the signed employment contract, planned or specifically assigned work with ensured progress, quality, and high efficiency, with at least 50% of tasks completed exceeding targets.

- Managerial public employees who meet all the following criteria will be classified as having outstanding task performance quality:

+ Properly follow the regulations in Clause 1, Clause 2, Clause 3, Clause 4 and Point a, Clause 5, Article 3 of Decree 90/2020/ND-CP;

+ Criteria on task performance results as per the signed employment contract, planned or specifically assigned work are completed with progress, quality, and high efficiency ensured;

+ Managed unit or field of responsibility completes all targets, tasks, with at least 50% of targets, tasks exceeding expectations;

+ 100% of units directly under managerial authority, competence are evaluated as having completed tasks, with at least 70% completing well and excellently.

(2) Criteria for good task performance quality classification

- Public employees without managerial positions who meet all the following criteria will be classified as having good task performance quality:

+ Meet criteria in Clause 1, Clause 2, Clause 3, and Clause 4, Article 3 of Decree 90/2020/ND-CP;

+ Complete 100% of tasks as per the signed employment contract, planned or specifically assigned work, ensuring progress, quality, and efficiency.

- Managerial public employees who meet all the following criteria will be classified as having good task performance quality:

+ Meet criteria in Clause 1, Clause 2, Clause 3, Clause 4 and Point a Clause 5 Article 3 of Decree 90/2020/ND-CP;

+ Criteria on task performance results as per the signed employment contract, planned or specifically assigned work are ensured to be completed with progress, quality, and efficiency;

+ Managed unit or field of responsibility completes all targets, tasks, with at least 80% ensuring progress, quality;

+ 100% of units directly under managerial authority, competence are evaluated as having completed tasks, with at least 70% completing well or excellently.

(3) Criteria for task completion quality classification

- Public employees without managerial positions who meet all the following criteria will be classified as having task completion quality:

+ Meet criteria in Clause 1, Clause 2, Clause 3, and Clause 4, Article 3 of Decree 90/2020/ND-CP;

+ Criteria on task performance results as per the signed employment contract, planned or specifically assigned work are completed, with not more than 20% of criteria not ensuring quality, progress, or are inefficient.

- Managerial public employees who meet the following criteria will be classified as having task completion quality:

+ Meet criteria in Clause 1, Clause 2, Clause 3, Clause 4 and Point a Clause 5 Article 3 of Decree 90/2020/ND-CP;

+ Criteria on task performance results as per the signed employment contract, planned, or specifically assigned work are completed, with not more than 20% of criteria not ensuring quality, progress, or are inefficient;

+ Managed unit or field of responsibility completes over 70% of targets, tasks;

+ At least 70% of units directly under managerial authority, competence are evaluated as having completed tasks.

(4) Criteria for task non-completion quality classification

- Public employees without managerial positions meeting any of the following criteria will be classified as having task non-completion quality:

+ Show signs of political ideology, moral degradation, lifestyle deterioration, self-evolution, or self-transformation as evaluated by competent authority;

+ Over 50% of criteria on task performance results as per the signed employment contract, planned or specifically assigned work do not ensure progress, quality, or efficiency;

+ Have violations in task execution that are disciplined within the evaluation year.

- Managerial public employees meeting any of the following criteria will be classified as having task non-completion quality:

+ Show signs of political ideology, moral degradation, lifestyle deterioration, self-evolution, or self-transformation as evaluated by competent authority;

+ Over 50% of criteria on task performance results as per the signed employment contract, planned, or specifically assigned work do not ensure progress, quality, or efficiency;

+ Managed unit or field of responsibility completes less than 50% of targets, tasks;

+ Directly managed units related to embezzlement, corruption, waste, subject to legal action;

+ Have violations in task execution that are disciplined within the evaluation year.
