Eligible Individuals for Increased Monthly Allowances for Military Personnel and Cryptographic Workers under the Latest Circular
Who is Eligible for the Monthly Allowance Increase for Soldiers and Cipher Staff under Circular 82/2023/TT-BQP?
On November 3, 2023, the Minister of National Defense issued Circular 82/2023/TT-BQP regulating the adjustment of monthly allowances for soldiers, cipher staff, receiving salaries equivalent to soldiers who have been discharged, retired, or resigned.
Article 2 of Circular 82/2023/TT-BQP specifies the subjects eligible for the new allowance levels under Circular 82/2023/TT-BQP, including:
- Soldiers who have been discharged and are currently receiving monthly allowances according to Decision 142/2008/QD-TTg regarding policies for soldiers participating in the resistance war against the US with less than 20 years of service in the Army who have been discharged and returned to their localities; and Decision 38/2010/QD-TTg amending and supplementing Decision 142/2008/QD-TTg.
- Soldiers, cipher staff receiving salaries equivalent to soldiers who have been discharged, retired, or resigned, currently receiving monthly allowances according to Decision 62/2011/QD-TTg regarding policies for those participating in the war to protect the Fatherland, performing international duties in Cambodia and assisting Laos after April 30, 1975, who have been discharged, retired, or resigned.

How Much Will the Monthly Allowance Increase from December 19, 2023?
Article 3 of Circular 82/2023/TT-BQP outlines the calculation and adjustment of the monthly allowance for discharged soldiers currently receiving monthly allowances according to Decision 142/2008/QD-TTg; soldiers, cipher staff receiving salaries equivalent to soldiers who have been discharged, retired, or resigned currently receiving monthly allowances according to Decision 62/2011/QD-TTg as follows:
Circular 82/2023/TT-BQP will adjust the increase by 12.5% on the monthly allowance as of June 2023 for the above-mentioned subjects according to the following formula:

After the adjustment, the monthly allowances for the subjects under Circular 82/2023/TT-BQP are as follows:
- From 15 years to less than 16 years, the allowance is 2,285,000 VND/month.- From 16 years to less than 17 years, the allowance is 2,388,000 VND/month.- From 17 years to less than 18 years, the allowance is 2,494,000 VND/month.- From 18 years to less than 19 years, the allowance is 2,598,000 VND/month.- From 19 years to less than 20 years, the allowance is 2,700,000 VND/month.
The monthly allowance for discharged soldiers currently receiving monthly allowances according to Decision 142/2008/QD-TTg; soldiers, cipher staff receiving salaries equivalent to soldiers who have been discharged, retired, or resigned currently receiving monthly allowances according to Decision 62/2011/QD-TTg will increase by 12.5% on the monthly allowance as of June 2023.
How is the Funding for Monthly Allowance Adjustments for Discharged Soldiers Regulated?
Article 4 of Circular 82/2023/TT-BQP specifies the funding for the monthly allowance adjustments for discharged soldiers as follows:
The funding for the monthly allowance adjustments for the subjects listed in Circular 82/2023/TT-BQP will be ensured by the state budget. The Ministry of Finance will ensure the funds according to the regulations of the Ministry of Labor, War Invalids, and Social Affairs to authorize the Departments of Labor, War Invalids, and Social Affairs of provinces and cities to make payments to the subjects.
Which Agency is Responsible for Paying the Monthly Allowance for Discharged Soldiers under Circular 82/2023/TT-BQP?
Article 5 of Circular 82/2023/TT-BQP regulates the organization of the implementation of monthly allowance adjustments for soldiers and cipher staff as follows:
Implementation Organization
1. The General Political Department directs the Policy Department:
a) Take the lead, cooperate with functional agencies inside and outside the Army to implement, guide, and inspect agencies, units, and localities in implementing this Circular;
b) Implement the adjustment of allowances as guided in Article 3 of Circular 82/2023/TT-BQP for subjects with decisions to receive monthly allowances from the effective date of this Circular onwards.
2. The Departments of Labor, War Invalids, and Social Affairs of provinces and cities directly under the Central Government shall implement the adjustment and payment of monthly allowances as guided in Article 3 of Circular 82/2023/TT-BQP for subjects with decisions to receive monthly allowances before the effective date of Circular 82/2023/TT-BQP.
Thus, according to the above regulations, the Departments of Labor, War Invalids, and Social Affairs of provinces and cities directly under the Central Government shall implement the adjustment and payment of monthly allowances according to Circular 82/2023/TT-BQP.
In addition, the General Political Department directs the Policy Department to have the following responsibilities:
- Lead, cooperate with functional agencies inside and outside the Army to implement, guide, and inspect agencies, units, and localities in implementing Circular 82/2023/TT-BQP.
- Implement the adjustment of allowances as guided in Article 3 of Circular 82/2023/TT-BQP for subjects with decisions to receive monthly allowances from the effective date of this Circular onwards.
Circular 82/2023/TT-BQP takes effect from December 19, 2023, the monthly allowances under Circular 82/2023/TT-BQP are applied from July 1, 2023.
