Based on the provisions in Article 11 of the Regulations issued with Decision 1489/QD-BGDDT in 2023, it is stipulated as follows:
Requirements for Developing Inspection Plans
1. Do not arrange inspections more than 3 times a year, more than once a month for a single inspection subject, and ensure the principles stipulated in Clause 2, Article 3 of this Regulation.
2. Limit inspections in June and July (except for inspections related to the High School Graduation Exam and urgent inspections), and in December each year (except for urgent inspections).
3. For inspections involving the functions and duties of multiple units within the Ministry of Education and Training, when developing the inspection plan, there must be a leading unit and coordinating units. Prioritize arranging inspections involving the functions and duties of multiple units within the Ministry of Education and Training under the supervision of a Ministry Leader.
Additionally, based on the provisions in Article 2 of Decision 1489/QD-BGDDT in 2023, it is stipulated as follows:
This Decision is effective from the date of signing. This Decision replaces Decision No. 2692/QD-BGDDT dated July 26, 2018, of the Minister of Education and Training issuing Regulations on the work of inspection for the Ministry of Education and Training.
Compared to the provisions in Article 3 of the Regulations issued with Decision 2692/QD-BGDDT in 2018, it is stipulated as follows:

2. Inspections are conducted based on an inspection decision or written inspection order by an authorized individual.
3. Do not arrange inspections more than 3 times a year and twice a month for a single inspection subject (except for urgent inspections).
From May 24, 2023, educational inspectors are not allowed to inspect more than once a month for a single inspection subject.

Based on the provisions in Article 12 of the Regulations issued with Decision 1489/QD-BGDDT in 2023, it is stipulated as follows:
Developing Inspection Plans
1. Based on Article 11 of this Regulation, the unit proposing the inspection plan (Template No. 01-KT) sends it to the Ministry of Education and Training Inspectorate (hereinafter referred to as the Inspectorate) before October 30 each year. The proposal must have the consent of the Ministry Leader in charge before sending it to the Inspectorate for consolidation.
2. The Inspectorate consolidates the proposals from various units, drafts the Decision to issue the inspection plan before November 15 each year. During consolidation, if the proposed inspection plans by units do not comply with the provisions in Article 11 of this Regulation, the Inspectorate requests the units to adjust accordingly.
3. The Inspectorate sends the draft Decision issuing the inspection plan, seeks opinions from relevant units within the Ministry of Education and Training, and the directives from the Ministry Leaders before December 10 each year.
4. The Inspectorate consolidates the directives from the Ministry Leaders and the opinions from the units, completes the draft Decision issuing the inspection plan, and submits it to the Ministry Leader in charge of Inspection for approval and issuance before December 25 each year.
As per these regulations, the draft Decision issuing the inspection plan is completed and submitted to the Ministry Leader in charge of Inspection for approval and issuance before December 25 each year.

1. Objective, public, transparent, democratic, promptly, accurate, within proper authority, procedures according to regulations.
2. No duplication or overlapping in content, subjects, and timing among inspection teams; not hindering normal activities of agencies, organizations, and individuals being inspected.
3. Inspections are conducted based on an Inspection Decision by an authorized individual.
Additionally, based on the provisions in Article 2 of the Regulations issued with Decision 1489/QD-BGDDT in 2023, the purposes of inspection activities of the Ministry of Education and Training are stipulated as follows:
Purposes of Inspection Activities
1. Timely capture information on the execution of tasks and authority assigned to the inspection subject.
2. Prevent violations, handle violations (if any); detect limitations, inadequacies in management mechanisms, policies, laws to propose solutions and measures to competent authorities; assist inspection subjects in fulfilling the tasks and authority assigned.
3. Promote positive factors; contribute to enhancing the efficiency and effectiveness of state management activities; protect the interests of the State, and the lawful rights and interests of agencies, organizations, and individuals.
As per these regulations, the inspection activities of educational inspectors are carried out according to the above three principles.
Simultaneously, the inspection activities are performed to achieve the purposes stated above.
